Kuwait City, Aug 16 (KUNA) -- August 16 ------------------- 1977 - Kuwaiti Emir Sheikh Sabah Al-Salim Al-Sabah issues an emiri decree establishing the Graduate Studies College at Kuwait University. 1992 - The Cabinet issues a decision to establish the Information Center and Decision Support Center, attached to the General Secretariat of the Cabinet, with the aim of providing information on all aspects of work and activities in Kuwait. 1998 - Kuwaiti national para-athlete Hussain Ali Al-Anzi wins the gold medal in the F8 category of the shot put at the World Para Athletics Championships, recording a throw of 12.71 meters. 1999 - The Ministry of Health begins collecting health fees from non-Kuwaiti patients in exchange for services provided by health centers, hospitals, and specialized centers. 2002 - Kuwaiti media expert Abdul Latif Al-Awadi assumes the post of Minister Plenipotentiary for News and Media Services at the Arab League. 2011 - Kuwaiti engineer Zomous Saleh Al-Rakaf wins a seat in the elections for the International Desalination and Water Reuse Association (IDWA), held in the United States, becoming the only Arab woman on the organization’s board of directors and the representative of the Middle East and Africa region.
