The Arab League condemns the incursion by occupation forces into the Qalandia training center of UNRWA in the West Bank
Cairo, July 27 (KUNA) – The Arab League condemned on Monday the incursion by Israeli occupation forces into the Qalandia Training Center, affiliated with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), in the West Bank, and the detention of students and staff, in a blatant violation of the inviolability, privileges, and immunities of United Nations premises.
In a statement, Assistant Secretary-General for the Palestine and Occupied Arab Territories sector at the League, Ambassador Fa’id Mustafa, said that the attack, which has occurred for the second time within a month, constitutes a serious breach of the 1946 Convention on the Privileges and Immunities of the United Nations and the Fourth Geneva Convention, and represents a direct challenge to the mandate of UNRWA, as affirmed by the UN General Assembly.
He considered that targeting the Qalandia Training Center, one of the oldest vocational training centers under UNRWA, is part of a systematic policy aimed at undermining the Agency’s work and depriving Palestinian refugees of their right to education and essential services.
He added that the International Court of Justice, in its advisory opinion issued in 2025, confirmed Israel’s obligation, as the occupying power, to facilitate the work of UNRWA and to refrain from taking any measures that affect United Nations premises or hinder the fulfillment of its mandate.
He called on the international community, the United Nations, and the Security Council to assume their legal responsibilities and take urgent measures to protect UNRWA facilities and its staff, put an end to repeated Israeli violations, and hold the occupation accountable for its continuous breaches of international law.
He reiterated that targeting UNRWA will not alter the mandate granted to the Agency under UN resolutions, nor will it change the international community’s responsibility toward Palestinian refugees. (End) MM / NS A
