Washington Announces $2.5 Billion Investment Plan in Southeast Asia
Washington, July 22 (KUNA) — The United States announced on Wednesday a $2.5 billion investment plan to enhance security, technological, health, and commercial cooperation, build strategic infrastructure, strengthen energy security, and combat terrorism and transnational crime in Southeast Asia. The announcement came in a fact sheet released by the U.S. State Department coinciding with the visit of Secretary of State Marco Rubio to Manila, the capital of the Philippines, to meet with leaders of the Association of Southeast Asian Nations (ASEAN) and regional leaders “to advance the U.S. vision of a free and open Indo-Pacific region and to reaffirm the United States’ commitment to the importance of ASEAN and to solidify the U.S.-Philippine alliance.”
The fact sheet noted that, regarding “developing future technologies in Southeast Asia,” the United States “is launching a new initiative under the Pax Siliconia program, the AI Spark artificial intelligence initiative, which will support U.S. AI exports in the region by providing financial and technical assistance to Southeast Asian governments interested in implementing the U.S. AI package in the public sector.” It also highlighted that Washington “plans to provide $10 million to enhance the security and modernization of critical information and communications technology infrastructure in the Philippines.”
With regard to strengthening energy security in Southeast Asia, the document stated the provision of “a $60 million grant to enable investment in the Philippines’ energy sector, strengthen its institutions, and expand opportunities for U.S. commercial participation.” It added that the United States is working “to secure critical mineral supply chains through a $17 million funding allocation to Mekong Metals.”
The fact sheet also detailed several other key areas, including the development and security of energy infrastructure, support for critical minerals, combating crime, enhancing law enforcement cooperation, advancing trade agreements, strengthening security cooperation, promoting education and military training, and contributing to the safe clearance of mines in the region.
