Kuwait City, July 17 (KUNA) -- July 17: -------------------- 1971 - Kuwaiti Emir Sheikh Sabah Al-Salim Al-Sabah issued a decree establishing a Medical Aid Fund within the Ministry of Awqaf and Islamic Affairs. 1973 - Kuwaiti Emir Sheikh Sabah Al-Salim Al-Sabah issued a decree establishing the National Council for Culture, Arts and Letters, with the aim of caring for cultural, artistic, and literary affairs in Kuwait, working to develop and enrich intellectual production, and providing a suitable environment for it. 1974 - Kuwaiti Deputy Emir Sheikh Jaber Al-Ahmad Al-Sabah issued a law reorganizing the Kuwait Fund for Arab Economic Development. 1977 - Kuwaiti Emir Sheikh Sabah Al-Salim Al-Sabah issued a decree attaching the General Administration of the Shuwaikh Area to the Ministry of Commerce and Industry. 1990 - In an attempt to create a fabricated dispute, Iraqi regime leader Saddam Hussein claimed that Kuwait and the United Arab Emirates had increased their oil production beyond the quotas set by the Organization of the Petroleum Exporting Countries (OPEC), "thereby causing a drop in crude oil prices," and threatened to resort to force to stop this. 1999 - Kuwaiti Emir Sheikh Jaber Al-Ahmad Al-Sabah inaugurated the first session of the ninth legislative term of the National Assembly, where Jassem Al-Kharafi was elected as the Assembly's Speaker and Mishari Al-Anqari as its Deputy Speaker. 2002 - Kuwait ranked first among Arab countries in terms of human development levels, according to the United Nations Development Programme (UNDP) report. 2006 - The National Assembly approved a draft law to redefine the electoral districts for the National Assembly, reducing them from 25 to five districts, to take effect at the beginning of the 12th legislative term of the Assembly. The voting result saw 60 members in favor out of the 62 present, with two members opposing. 2006 - The National Assembly approved in a special session a draft law stipulating the suspension of deducting the replaced portion of the pension and increasing allowances for life, with retroactive effect from June 26, 2005. 2008 - Kuwaiti Emir Sheikh Sabah Al-Ahmad Al-Sabah issued a law regarding the disbursement of a financial subsidy of 50 dinars to all government and private sector employees, aid recipients, retirees, and disabled individuals whose salaries are below 1,000 dinars. 2011 - Kuwaiti and US military forces began implementing the joint exercise "Eager Mace 2011" under the framework of the bilateral defense agreement between the two countries. 2023 - Abdul Karim Sulaiman Al-Ghadhban, former Assistant Secretary-General for the Islamic Antiquities Sector at the National Council for Culture, Arts and Letters, passed away at the age of 63 after a career full of contributions. 2025 - The Ministry of Defense launched the Bayraktar TB2 unmanned aerial vehicle to support ongoing development and modernization plans for the country's defense systems. 2025 - Kuwait Airways announced the delivery of its second new Airbus A321neo aircraft, part of a deal for nine aircraft of the same model.
