The decree, published in the official gazette “Kuwait Today,” stipulated the repeal of Decree No. 240 of 2012, while observing the provisions of Decree No. 22 of 2025 regarding the transfer of the mandate to complete the Al-Mubarak Port project to the Ministry of Public Works.
It also provided for the transfer of the assets of the Silk City (Sabhiya) and Bubiyan Island Development Authority, including contracts, agreements, projects, studies, documents, records, files, and related financial appropriations, along with the authority’s rights and obligations, to entities designated by the Council of Ministers.
The decree further mandated the transfer of the authority’s permanent staff to the government entities assuming its functions, with their financial grades and salaries retained, subject to their service in those entities in accordance with established rules and procedures, effective from the date the decree’s provisions take effect.
