Two projects in the Al-Nuaimiyat Economic Zone and the Al-Nuwaysib Free Zone have made significant progress in accelerating completion rates, particularly with the opening of advanced technical bids for the tender related to preparing the consultancy study for updating the feasibility study of the Al-Nuaimiyat Economic Zone project and preparing an integrated feasibility study for the Al-Nuwaysib Free Zone project, totaling seven bids, as documented in the price schedule.
The Board of Directors of the Central Tenders Committee decided to exclude a consultancy services company, based on Article 40 of Public Tenders Law No. 49/2016, for failing to comply with bidder instructions. Additionally, the advanced technical bid documents were referred to the concerned authority for review and to submit necessary recommendations within 30 days from the date of referral. This confirms what the Authority stated in its report regarding the continued progress in planning activities, securing approvals and financing, and preparing projects for tendering, within a framework aimed at enhancing their investment readiness and enabling private sector participation.
The project concerning the preparation of consultancy studies for the Al-Nuaimiyat Economic Zone and the Al-Nuwaysib Free Zone comes in light of Kuwait’s vision to diversify the national economy, and in accordance with Article 3 of Law No. 116 of 2013 concerning the encouragement of direct investment in Kuwait, which outlines the objectives of the Direct Investment Promotion Authority in attracting, drawing in, and encouraging direct investment in the country.
Last April, the Authority pointed to an announcement published in the Official Gazette, stating that its 2026/2027 plan includes the project for preparing consultancy studies to update the feasibility study for the Al-Nuaimiyat Economic Zone project, prepare an integrated feasibility study for the Al-Nuwaysib Free Zone project, prepare tender documents, partnership agreements, qualification documents, and launch the two projects, leading to the financial closing stage, in accordance with the provisions of Law No. 116 of 2014 concerning public-private partnerships.
The latest annual report of the Direct Investment Promotion Authority also revealed progress in the development of the economic zones in Al-Abdali and Al-Wafra, alongside continuing preparations for the Al-Nuwaysib Free Zone and the Al-Nuaimiyat Economic Zone, as well as the development of the Salmiya Center for Technological Innovation and making strategic commercial land available for new investment opportunities.
