The Ministry of Education announced the launch of the National Program for Preparing and Qualifying New Teachers, titled “Trainee Teacher,” with the commencement of training for the first cohort of new teachers starting tomorrow, Sunday, November 8, 2026. This initiative is part of the ministry’s efforts to develop the teacher preparation and qualification system and enhance the quality of educational performance in line with the requirements of development in the educational field.
The ministry emphasized that the launch of the program implements the ministerial decree issued by Minister of Education Jalal Al-Tabatabai regarding the establishment of the job title “Trainee Teacher” and the determination of its conditions and regulations, based on Law Decree No. (86) of 2026. This decree stipulates that new teachers must undergo a one-year training program aimed at professionally and pedagogically preparing and qualifying them before they are transferred to the functional levels of teaching staff, in accordance with approved conditions and regulations.
The Ministry of Education clarified that the program, supervised by the General Administration for Development and Improvement, targets 1,078 trainees in its first cohort. These trainees are graduates of educational specialties who have completed all necessary documents and requirements, including medical examinations and a “no criminal record” certificate. Trainees who graduated from non-educational specialties will join them according to the program and the specific plan designated for this category, following the completion of required procedures and documents.
The ministry noted that the accreditation of trainers represents one of the fundamental pillars for implementing the program, by utilizing qualified training staff who will transfer professional and pedagogical expertise to trainees and assist them in acquiring the necessary skills to handle the school environment and educational process requirements. This enhances their ability to perform their duties efficiently and confidently.
Regarding training schedules and venues, the ministry stated that the program will begin on Sunday, November 8, 2026, with training hours running from 8:00 a.m. to 1:00 p.m. at the two training centers affiliated with the General Administration for Development and Improvement, located in the Mubarak Al-Kabir and Jahra areas. The ministry stressed the necessity for trainees to adhere to the specified schedules and approved organizational instructions to ensure the smooth progress of the program and the achievement of its objectives.
The Ministry of Education added that the National Program for Preparing and Qualifying New Teachers, “Trainee Teacher,” aligns with the ministry’s directions to develop teacher preparation mechanisms and enhance integration between academic qualification, professional training, and practical application. This enables new teachers to connect theoretical knowledge with educational practices within classrooms and raises their readiness to handle various educational and pedagogical situations and challenges.
The ministry pointed out that the program aims to consolidate basic professional competencies among new teachers, enhance their understanding of their functional and pedagogical roles and responsibilities, and develop skills in lesson planning, classroom management, and effective communication with learners. It also introduces them to the systems and regulations governing school work, professional ethics, and the importance of adhering to approved controls and procedures in educational institutions.
Furthermore, the ministry highlighted that the program includes enhancing modern educational practices, developing teachers’ abilities to address individual differences among learners, utilizing digital technologies and tools in the educational process, and improving assessment and monitoring methods. These efforts contribute to providing a stimulating and safe classroom environment that supports learning and enhances the efficiency of educational performance.
Regarding the targeted specializations, the Ministry clarified that the program includes graduates of the College of Education at Kuwait University and the Public Authority for Applied Education and Training in several fields, including Arabic language, mathematics, science, chemistry, computer science, geology, music, electrical engineering, and interior design (decor) for both genders, as well as physical education, biology, and physics, alongside the home economics specialization for females only, and geography, philosophy, and history for males only.
The program also includes graduates of non-education colleges in Chinese, French, and Spanish languages, as well as industrial, commercial, and legal specializations, and mathematics for both genders, in addition to biology and physics for males only, according to the specializations specified within the program’s target categories.
The Ministry emphasized that launching the first cohort of the National Program for Preparing and Qualifying “Trainee Teachers” represents a significant step in developing the professional development system for educational staff, and in establishing a more structured framework for preparing new teachers. This initiative aims to enhance the integration between academic qualification and professional training, positively impacting the quality of educational practices within schools.

It noted that the program aims to build a solid professional foundation for new teachers, enabling them to perform their responsibilities efficiently from the start of their careers, thereby contributing to improving the quality of the educational process and its outcomes.
The Ministry of Education called on all trainees covered by the program to review the “Dal” platform to access details and instructions related to the program, ensure completion of the necessary requirements and procedures, and adhere to the specified training schedules, ensuring smooth implementation and achieving the desired objectives.
