The housing file in Kuwait witnessed extensive activity and intensive efforts by the Public Authority for Housing Welfare over the past ten years (2016–2026) to reduce waiting lists and provide housing units and plots to citizens.

According to its periodic reports, the Authority focused on implementing large residential cities and pioneering projects, through which it distributed tens of thousands of housing units. A total of approximately 87,441 units were delivered during the past ten years, comprising ready-made housing units, units under the "land and loan" scheme, and other products under the apartment housing system.

The Al-Mutlaa Housing City took the lead and formed the backbone of the distributions. The Authority delivered 27,795 plots to their owners out of a total of 28,288 plots in the project, each measuring 400 square meters.

The Authority also delivered 7,541 housing units in the city of Saad Al-Abdullah, located north of the Sixth Ring Road. This city consists of 11 residential plots. Additionally, 3,260 housing plots (each measuring 400 square meters) were delivered in the South Abdullah Al-Mubarak Housing Project, which was fully distributed to eligible citizens. Similarly, the South Kuwait Housing Project, comprising Plots 3 and 4, was fully distributed to eligible citizens, with a total of 1,448 housing plots distributed.

Regarding the South Saad Al-Abdullah project, which comprises a total of 24,508 housing units—including 23,551 housing plots measuring 400 square meters under the "land and loan" scheme and 957 apartments—the Authority distributed 16,902 plots from this total to the plan.

In the southern region, the Authority distributed 11,794 housing units in the Sabah Al-Ahmad City Housing Project. These included government plots ("land and loan"), comprising 7,373 plots (each measuring 600 square meters), which were fully distributed and delivered to citizens. It also included ready-made government houses, comprising 2,201 units, which were also fully distributed. Furthermore, the project included residential apartments (vertical housing), comprising 2,220 apartments (with areas reaching up to 385 square meters). Hundreds of apartments were gradually completed, and large portions entered the stages of actual delivery, housing distribution, and utility connection.

The Authority is also working on an additional expansion project through the South Sabah Al-Ahmad City Housing Project, which includes more than 20,380 housing plots. The Authority has announced the distribution of over 16,500 units from this project to the plan so far, with the remainder currently being distributed.

Statistical reports issued by the Authority as of mid-2026 indicate that the total number of existing housing applications reached approximately 105,000. Amid continuous government efforts to accelerate infrastructure and construction pace, development and international plans for the upcoming phase target the creation of approximately 170,000 new housing units over the next ten years to ensure meeting the growing needs of Kuwaiti families.

On the legislative and financing front, the state approved a new package of regulatory and financial measures. Decree-Law No. 114 of 2026 concerning real estate financing for housing welfare beneficiaries was issued. The law aims to involve local banks and financial institutions to accelerate the pace of housing provision for citizens and reduce waiting periods. Despite the issuance of the law, its actual implementation awaits the release of its executive regulations, which are scheduled within six months from the date of the law's issuance. These regulations will determine precise financial ceilings and loan values.

According to reports from the Housing Public Authority (Housing), financing is limited to two main purposes: either purchasing a residential unit from a real estate developer in accordance with the Housing Cities Law, or constructing a unit on a government-allocated plot designated by Housing. Financing is divided into two types. The first is subsidized mortgage financing, in which the state bears the entire cost of interest or returns, and the citizen is obligated to repay only the principal amount. The second is non-subsidized mortgage financing, in which the citizen is responsible for repaying both the principal and interest.

The law permits combining both types, subject to the regulations of the Central Bank of Kuwait, with repayments made in equal monthly installments over a period not exceeding 25 years from the date the financing is disbursed.

To be eligible for housing assistance, citizens must meet the general conditions set out in the loan regulations of the Kuwait Credit Bank, must not have previously received any housing assistance or mortgage loan from the state, and must provide guarantees for default cases. In such cases, the financed property is mortgaged in favor of the financing entity or the Kuwait Credit Bank, acting on behalf of the state.
