The Ministry of Education announced today, Wednesday, the establishment of the Kuwait Award for Educational Excellence, the first of its kind in Kuwait. This national award aims to honor excellence and creativity in the educational field, reflecting the Ministry’s commitment to recognizing national talents, encouraging innovative initiatives, and supporting outstanding educational practices. These efforts contribute to achieving sustainable development goals and align with Kuwait’s vision of building a world-class education system.

In this regard, Minister of Education Eng. Syed Jalal Al-Tabatabai issued a ministerial decision outlining the conditions and regulations of the Kuwait Award for Educational Excellence at the Ministry of Education. The decision specifies the eligible categories, the number of winners, and the monetary prize values, along with participation criteria and evaluation and adjudication mechanisms, ensuring equal opportunities and reinforcing principles of transparency and objectivity in selecting winners.

The Ministry clarified that the Kuwait Award for Educational Excellence serves as a national beacon for excellence and creativity in the educational sector and a leading platform for promoting a culture of quality and institutional excellence. It is built on three main pillars that underpin the educational process: the outstanding teacher, who leads the learning process and creates impact; the outstanding learner, who embodies values of excellence, creativity, and responsibility; and the outstanding school, which provides an inspiring and safe learning environment, adheres to best practices in leadership, management, and innovation, and ensures integration among all elements of the education system.

The Ministry further explained that the award comprises three main categories, with a total of 54 winners across the State of Kuwait, from government schools, religious education institutions, and special education schools, based on the geographic location of each educational region. The categories include the Outstanding Learner, the Outstanding Teacher, and the Outstanding School Administration.

Regarding the Outstanding School Administration category, it includes the principal and three assistant principals in primary, intermediate, and secondary stages. One outstanding school administration will be selected from each educational region, with each winning administration comprising four awardees: the principal and three assistant principals. This results in a total of 24 winners across the six educational regions. The winning principal will receive 2,000 Kuwaiti dinars, while each assistant principal will receive 1,000 dinars, bringing the total prize value for this category to 30,000 dinars.

Concerning participation conditions, the Ministry stated that applicants for the Outstanding Learner category must be Kuwaiti nationals, possess an exemplary behavioral record, and have no history of school disciplinary actions or decisions by the school disciplinary council. Additionally, they must have achieved a score of at least 95 percent of the total marks in all subjects during the three academic years preceding the nomination for the award.

For the Outstanding Teacher category, the Ministry clarified that key eligibility criteria include being a Kuwaiti national, currently holding a position within the Ministry at the time of application, and having received an actual performance evaluation rated as "Excellent." This evaluation must be based on actual performance rather than honorary or exceptional assessments.

Furthermore, applicants must not have previously participated in the "Outstanding Teacher" award or won the Kuwait Award for Educational Excellence in the same category within the period specified by the regulations. They must also have a minimum actual service duration in the field of education as stipulated in the executive regulations.

She added that the conditions include that the candidate must not have previously been sentenced to a custodial penalty for a felony or a crime involving moral turpitude or breach of trust, unless their reputation has been restored, along with attaching a recent “no criminal record” certificate issued via the “Sahel” application. Additionally, the candidate must not have been subjected to a disciplinary sanction that bars promotion, in accordance with the provisions of Articles 67 and 68 of the Civil Service System.

The Ministry emphasized the importance of teachers submitting a portfolio documented with evidence and proof demonstrating their outstanding practices and their impact on student learning and the improvement of the educational process. It stressed that the excellence claimed for the award must be linked to the teacher’s actual performance within the educational field, and not merely based on obtaining certificates or participating in courses and events.

Regarding the category of the Outstanding School, the Ministry clarified that one of the participation conditions is that the school must be a government school affiliated with the Ministry of Education in the State of Kuwait. The school must not have previously won or participated in the Outstanding Schools Competition, and must possess a distinguished and documented record of performance, along with providing evidence and proof that verify the quality of its practices and outcomes.

It was clarified that the nominated school must achieve a distinguished level in the quality of education and learning, demonstrating a clear and measurable impact on improving student learning, as well as excellence in school leadership, the educational environment, and student care. Furthermore, no final administrative or disciplinary penalty should have been issued against the school during the period specified in the regulations, and the school must adhere to the approved evaluation, judging, and field visit standards of the award.

Regarding the evaluation mechanism, the Ministry of Education confirmed that the nomination process will be conducted electronically through registration on the dedicated platform, with official data automatically retrieved from the Ministry’s systems. Required documents for each evaluation criterion must be uploaded, ensuring ease of procedures, data accuracy, and standardized application pathways.

She added that the next stage involves document-based screening, where submitted documents are evaluated by three independent judges. The top ten candidates in each category will advance, and this stage accounts for 50 percent of the final score.

The Ministry of Education indicated that qualified candidates will undergo at least four field visits each, during which observations and scores will be recorded via the platform’s field application. The results of these visits account for 50 percent of the final evaluation.

It was explained that the final score will be calculated using a formula that combines the average document-screening score (50 percent) and the average field-visit evaluation score (50 percent), totaling 100 percent. This ensures a balance between the provided evidence and documents and the practical reality of educational practices.

The Ministry also stressed that no evaluation criterion will be scored without verifiable evidence or documented field observations. Each criterion must be based on a digital indicator, specific evidence with a known issuing authority, and the possibility of direct verification, thereby affirming the integrity and objectivity of the evaluation procedures.

The Ministry pointed out that the award was designed according to a comprehensive national framework that draws upon best practices and global standards in the fields of educational and institutional excellence. It integrates these elements into a unified system aligned with the identity of the State of Kuwait and the priorities of the Ministry of Education, thereby achieving integration between education quality, performance excellence, and sustainable development, and establishing it as a leading national model in supporting educational excellence.

She added that the award’s criteria are based on internationally recognized benchmarks, drawing on the National Board for Professional Teaching Standards (NBPTS) to enhance professional excellence, alongside Cognia and EFQM standards for leadership and institutional excellence, as well as the principles of the European Model for Institutional Excellence in the areas of leadership, governance, institutional excellence, and sustainable impact creation, and the establishment of high-quality educational environments grounded in continuous improvement.

She emphasized that this integration of global benchmarks constitutes a unique national model that reflects the Ministry of Education’s ambition to adopt and adapt best international practices to suit the specific characteristics of the Kuwaiti educational environment, thereby contributing to performance development and elevating the quality of educational and institutional practices.

She confirmed that the award’s general framework, evaluation criteria, and the operational mechanism of the electronic platform would be published on the Ministry of Education’s official website to make information accessible to potential participants and enhance the clarity of procedures and standards, noting that applications failing to meet the participation conditions would be rejected.

The Ministry of Education stated that the decision stipulates implementation from the date of its issuance, requiring all concerned entities to be informed and act accordingly, with all previous ministerial decisions conflicting with it being repealed. The Deputy Minister of Education or the Assistant Undersecretary for Educational Affairs will issue an annual circular specifying the period for electronic submission of award applications.

The Ministry concluded by emphasizing that the award is based on an integrated system of criteria that enhance quality, innovation, sustainability, digital transformation, governance, institutional leadership, and the creation of sustainable educational impact, thereby contributing to the development of leading educational environments, empowering national talents, improving institutional performance, raising the efficiency of educational outcomes, and enhancing the readiness of educational institutions to keep pace with future developments.
