During the German Government’s Digital Summit held today, Monday, German Chancellor Friedrich Merz called for the development of artificial intelligence to be strictly grounded in human values.

Amid the rapid acceleration of technological progress, Merz emphasized that human dignity must remain at the core of political efforts.

The leader of Germany’s Christian Democratic Union acknowledged that the fast pace of technological advancement poses immense challenges to political action. He clarified that while institutions may appear slow to act, this does not reflect an inability to take necessary measures, but rather reflects a deliberate process in which human needs and fundamental societal constants take precedence in setting priorities. He added, “The pace of our institutions is, for this reason, also the pace of human life.”

Under the summit’s theme “Shaping the Future of Artificial Intelligence: Safe, Independent, and Competitive,” Merz called for strengthening Germany’s and Europe’s digital sovereignty. He announced a dual strategy aimed at encouraging the development of industrially viable AI models in the short term, thereby ensuring the competitiveness of businesses. At the same time, research into future AI models, particularly in the field of physical AI, will be advanced. Merz noted that the goal is to reduce technological dependence on foreign sources without pursuing full self-sufficiency.

In this context, Merz relies on international cooperation, for example with France and Canada, to exchange knowledge and diversify supply chains. He also pointed to the vast economic potential this field offers Germany, particularly in the machinery and electronics sectors. Merz stated that the government’s AI task force has submitted its first report, which is expected to serve as the foundation for envisioning Germany as an “AI Nation 2030.”

In his speech, Merz stressed the societal dimension of the debate on artificial intelligence. Citing Pope Leo XIV, he warned against assigning excessive responsibility to AI systems without careful scrutiny. He affirmed that establishing rules for digital transformation and ensuring the technological foundations of freedom are shared responsibilities borne by politicians, economists, and civil society representatives.
