Ms. Duha Al-Dahi, Director General of the General Administration of Construction and Major Projects at the Ministry of Public Works, confirmed that the Mubarak Port project is one of the major developmental projects implemented by the Ministry, and a fruit of the agreement between Kuwait and China. She noted that the agreement was signed on August 1 last year, and project works are being carried out according to the specified schedules.

In a press statement on the sidelines of the opening of the “Kuwait Project Management Conference 2026,” sponsored by Minister of Public Works Dr. Noura Al-Mashaan, Al-Dahi pointed out that a significant percentage of the design phases of the railway project (Gulf Cooperation Council link) have been completed, with full GCC coordination for its implementation. Meanwhile, the Kuwait-Riyadh link project is in the stage of tendering the project agreement.

She clarified that the General Administration of Construction and Major Projects participated in the conference with a special pavilion showcasing one of its projects, the Court of Accounts building, which is in the early stages of implementation.

She added that works at the airport’s Terminal 2 (T2) are progressing well, with daily follow-up by Minister Al-Mashaan of all ongoing works at the airport, with the aim of completing the project.

In a statement on behalf of Minister Al-Mashaan during the conference, Al-Dahi emphasized that Kuwait is witnessing a critical stage in its developmental history, with accelerated progress and concerted efforts toward achieving the targets of the “Kuwait 2035” vision.

She noted that the success of mega-projects and major national initiatives is no longer measured solely by completing works within their specified deadlines or allocated budgets, but has become linked to the ability to integrate innovative practices and comprehensive digital transformation, and to leverage the latest artificial intelligence technologies and data management systems in the planning, implementation, and monitoring stages.

For his part, Hani Al-Shazly, Executive Director of the Project Management Institute (PMI) for the Middle East and North Africa, confirmed that PMI’s participation in the Kuwait Project Management Summit 2026 reflects a commitment to enhancing the capabilities and competencies needed to translate Kuwait’s ambitious developmental agenda into tangible and successful outcomes.

Al-Shazly highlighted in his speech the potential for integration between artificial intelligence and effective project leadership to keep pace with transformations and enhance the capacity to implement strategic priorities.

He explained that Kuwait has set ambitious goals for its future, and the current priority is to transform these aspirations into measurable results. Undoubtedly, artificial intelligence and technology will play a significant role in this path, but progress ultimately depends on human beings, their skills, and their ability to make sound decisions, lead, and execute.
