Decree Amending the 'Bayt al-Zakat' Law

The Official Gazette, “Kuwait Today,” published in its issue released today, Decree-Law No. 123 of 2026 amending Article (3) of Law No. (5) of 1982 concerning the establishment of the Zakat House.
Article One of the Decree-Law stipulates that the text of Article (3) of the Law shall be replaced with a new provision, under which the management of the Zakat House shall be overseen by a Board of Directors chaired by the Minister of Endowments and Islamic Affairs.
The Board shall include, as Vice-Chairman, the Director General of the Zakat House, along with the Undersecretary of the Ministry of Islamic Affairs, the Undersecretary of the Ministry of Social Affairs, Family and Childhood, the Undersecretary of the Ministry of Finance, the Secretary-General of the General Secretariat of Endowments, and the Director General of the Public Authority for Palace Affairs.
According to the new provision, a Board meeting shall be valid if a majority of its members are present, including the Chairman or his deputy. Decisions shall be adopted by a majority of the members’ votes; in the event of a tie, the vote of the Chairman of the meeting shall prevail.
Article Two stipulates that the Decree-Law shall enter into force from the date of its publication in the Official Gazette.
