Kuwait’s Minister of Health, Dr. Ahmed Al-Awadi, emphasized the importance of keeping pace with the rapid developments in plastic and cosmetic surgery, through strengthening regulatory and legislative frameworks that define qualifications, scope of practice, and health facility readiness requirements, ensuring patient safety and the quality of services provided.

Speaking at the opening of the Kuwait Conference on Plastic and Cosmetic Surgery “Between East and West,” Al-Awadi noted that plastic surgery is a broad medical specialty that extends beyond cosmetic procedures, playing a fundamental role in treating burns, reconstructing tissues after injuries, addressing congenital defects, and rebuilding after tumor removal.

He highlighted the importance of exchanging expertise among medical staff from Kuwait, the region, and the world, and leveraging scientific and technological advancements to enhance healthcare quality and patient safety. He pointed to the necessity of establishing regulatory controls for medical practice, including informed consent, medical advertising, product documentation, and reporting of complications.

Al-Awadi praised the achievements of the Saud Al-Babtain Center for Burns and Plastic Surgery since its inception in 1991, noting it as one of the first specialized centers in the region. He explained that the center receives over 20,000 patients annually and performs approximately 1,200 advanced surgical procedures, providing specialized care in burn treatment and reconstructive surgeries.

He drew attention to the opportunities offered by artificial intelligence and robotics to develop surgical planning, training, and practice, emphasizing that the deployment of these technologies must be based on evaluating their effectiveness and safety, responsible medical supervision, and protecting patient data, while keeping the physician’s expertise and responsibility for decision-making and care at the core of medical practice.

He stressed that the convergence of medical expertise from the East and West should translate into sustainable cooperation, applicable knowledge, and training programs that enhance practitioners’ efficiency. He expressed his hope that the conference’s scientific and professional recommendations would contribute to developing the specialty and improving services for patients in Kuwait and the region.

For his part, the Conference Chairman and Director of the Saud Al-Babtain Center for Burns and Plastic Surgery, Dr. Mohammed Khalaf, emphasized the importance of strengthening scientific communication between global medical centers and exchanging expertise and best practices in plastic and cosmetic surgery, contributing to the development of healthcare services in Kuwait and improving treatment outcomes.

Khalaf, in his speech at the two-day conference held on October 23 and 24, noted that the specialty has witnessed significant progress in recent years, driven by scientific and technological advancements, artificial intelligence, and robotic surgery. This has contributed to developing cosmetic procedures, improving their outcomes, enhancing safety and quality standards, and reducing post-operative complications.

He added that choosing the conference title “Between East and West” reflects the importance of cooperation among global medical centers, leveraging expertise and scientific recommendations, and applying best practices in Kuwait, while adhering to medical and ethical standards.

He expressed his appreciation to the participating experts, lecturers, and organizing committees, affirming that the exchange of knowledge and expertise represents an important step toward enhancing cooperation between medical centers in the East and West, and providing safe, advanced healthcare that prioritizes patient safety and satisfaction.
