Marcus Richter, Germany’s State Secretary for Digital Affairs, warned that the critical security vulnerability discovered in the PHP programming language could affect anyone, emphasizing that the threat has not yet passed despite the availability of a software update.

In remarks to ARD, Germany’s first television channel, on Friday, Richter said, “Given the global interconnectivity of systems, every individual can be affected by this issue.” He explained that the Federal Ministry for Digital and Transport classifies the incident as serious due to the widespread use of the programming language, noting that the ministry is currently investigating to determine whether data has been leaked and, if so, where the breach occurred.

The PHP vulnerabilities were discovered last Tuesday, prompting website administrators worldwide to take urgent action. These flaws allow criminals to execute malicious code on servers remotely.

Given the risk of complete system takeover and the premature public disclosure of vulnerability details before the scheduled date, authorities and IT security experts have classified the situation as an exceptional emergency. Although an update for PHP is available, it has not yet been installed across all systems.

Richter stated that artificial intelligence represents a double-edged sword in this context: while it can serve as a significant aid in such situations, it also assists hackers.

Thomas Bohl, a security expert at software company Check Point, cautioned against a false sense of security, urging system administrators to take effective measures beyond merely installing security updates.

Among the necessary immediate actions is a retrospective review of data logs dating back to October 17, 2026, to detect any potential breaches. This date corresponds to the first observed attack attempts on an Amazon “honeypot,” a digital trap designed to lure attackers. Failing to examine data up to this date could result in overlooking a silent system compromise that occurred before the update was installed.

In a separate interview with the German News Agency (dpa), Bohl stressed the importance of conducting a comprehensive inventory of systems to identify where PHP components are used within the network and which versions are in operation. Given that the language runs on a large proportion of web servers worldwide, the risk from the vulnerability remains high, as it can be exploited as an entry point for attacks on internal networks, according to Bohl.

For his part, Christian Nern, Partner and Head of Cybersecurity Solutions and Threat Management at consulting firm KPMG, noted that PHP typically does not appear as a standalone program but rather operates as a background tool within digital applications. He explained that it is used, for example, in websites, advertising pages, customer portals, and content management systems such as TYPO3, Drupal, and WordPress. He added that the language is invisibly integrated into e-commerce, digital payment services, and legacy software that has been in use for a long time.

To ensure the continuity of critical business operations even during crises, Nern believes that financial institutions, in particular, must increase the automation of their security systems, shorten the intervals between security updates, and engage external IT service providers in security monitoring.

Nern said, “At the same time, it must secure its own AI applications and use AI in a targeted manner for cyber defense.”

Security vulnerabilities in HP technology were discovered last Tuesday, prompting website administrators around the world to take intensive action. An update for HP software is currently available, but it has not yet been installed on all systems.
