Sources at the Public Authority for Civil Aviation (PACA) told Al-Jarida that Circular No. 58 of 2026, issued on the 19th of this month, regarding the fees stipulated therein, is not new but has been in practice previously. They noted that the objective of the circular is to protect passengers and ensure that airlines and travel agencies comply with the specified fees, preventing them from being charged additional amounts due to the inaccurate display of fees on travel tickets.
The sources clarified that some airlines and travel agencies do not accurately itemize the specified fees on tickets and may impose amounts higher than their actual value. This necessitated the reaffirmation of the requirement to adhere to approved fees and to display each fee clearly and separately, enabling passengers to know the details of the amounts they pay when purchasing tickets.
They pointed out that these fees are applied in airports worldwide, as well as in regional airports, noting that they are considered low compared to fees imposed in other airports.
According to the circular, all airlines and travel agencies operating in Kuwait must include all fee codes associated with Kuwait International Airport in flight tickets, specifying the value of each fee individually, in accordance with the schedule outlined in the circular.
The circular grants PACA the authority to add any fees related to Kuwait International Airport services or to modify them, while obligating all airlines operating at the airport to apply them.
The circular stressed that non-compliance with its provisions will result in referring violations to the Complaints and Arbitration Committee for resolution in accordance with Article 21 of Law No. 31 of 1987 concerning the regulation of the air transport market in Kuwait, confirming that the circular takes effect from the date of its issuance.
This measure comes within the framework of regulating the mechanism for displaying fees related to travel and enhancing transparency in ticket pricing, thereby helping passengers understand the details of applicable fees and avoiding being charged amounts exceeding the specified values.
