A recent circular, a copy of which was obtained by Al-Jarida, noted that employees’ general appearance and official attire serve as a mirror reflecting the institution’s values and national identity. It clarified that the regulations aim to strengthen institutional identity, consolidate a professional appearance, and standardize appearance standards across the main building and its affiliated work locations, thereby projecting Kuwait’s civilized image before visitors and internal and external entities.

The regulations require employees to: wear their official identification badges visibly during working hours, meetings, and official events; maintain personal hygiene; avoid offensive odors such as smoke and strong perfumes; refrain from displaying tattoos; and avoid excessive use of cosmetics and accessories.

Furthermore, the regulations encourage male employees to wear the Kuwaiti national dress, a formal suit, or trousers with a shirt in subdued colors. Female employees are required to wear formal attire, an abaya, or a neat professional outfit, while avoiding short, transparent, tight-fitting garments or those with short sleeves. Engineers, female engineers, and field teams on-site must wear their designated work overalls or coveralls.

The regulations also mandate that shoes be formal or sports-style, in a single, non-vivid color. For official and protocol occasions, senior leaders are expected to wear the bisht, in light colors during the day and dark colors at night.

The circular emphasized that violating these regulations constitutes a breach of official duty obligations, in accordance with Article 144 of the Institution’s Personnel Regulations.
