The Ministry of Education continues its efforts to implement the National Program for Preparing and Qualifying New Teachers, “Trainee Teacher,” by establishing clear professional standards for selecting the educational and training competencies participating in delivering the programs. This aims to enhance training quality and consolidate the principles of governance, transparency, and equal opportunity at all stages of selection and accreditation.
In this regard, the Ministry of Education announced that the General Administration for Development and Development has approved unified standards for selecting accredited trainers to deliver training programs under the initiative, according to a clear mechanism based on transparency and fairness in evaluating applicants. This ensures the selection of educational and training competencies based on specified and published professional criteria.
The Ministry emphasized that adopting unified standards and allowing eligible candidates to apply stems from its commitment to reinforcing the principle of equal opportunity among applicants, subjecting all applications to the same procedures and standards, and moving away from direct selection. This approach makes experience, competence, and professional merit the basis for competition and accreditation.
The Ministry clarified that the General Administration for Development and Development has completed the necessary technical and organizational preparations to receive applications from interested parties wishing to register via the Ministry of Education’s website through the “Dal” platform. Registration services will open from Thursday, September 24, until Tuesday, September 29, 2026. All applications will be subject to sorting, verification, and validation of documents to ensure compliance with the announced conditions.
The Ministry outlined that the application criteria require the applicant to be a Kuwaiti national, have at least 20 years of professional experience in the educational field, possess actual teaching experience of no less than 10 years, and have documented training experience in delivering at least 20 training programs.
It further added that the criteria require the applicant to have received an actual “Excellent” rating in competency reports over the last two years, and that their employment record must be free of disciplinary rulings and penalties during the last three years, unless these have been expunged in accordance with civil service regulations or annulled by a final court judgment. Additionally, applicants must submit a “no criminal record” certificate via the unified government electronic services application, “Sahel.”
The Ministry stated that applicants are required to submit a recent curriculum vitae detailing their academic and training qualifications, accreditations obtained, training programs previously delivered, as well as their technical skills and experience in modern training and teaching methods. This allows for a comprehensive evaluation of their expertise according to established standards.
The Ministry stressed that meeting the application conditions does not guarantee automatic accreditation. Applications that meet the criteria will undergo an evaluation process according to unified procedures, followed by personal interviews with candidates before a neutral interview committee comprising experts and specialists. This enhances integrity and objectivity in the selection process and ensures that all eligible candidates have equal opportunities to demonstrate their competence.
It was noted that after completing the sorting, verification, and personal interview stages, those who pass the evaluation according to the prescribed standards will be accredited and registered via the “Dal – Trainee Teacher Guide” platform, forming an accredited database of qualified competencies to participate in training new teachers.
The Ministry of Education emphasized that this mechanism aligns with its strategy to enhance governance and transparency in selection procedures, standardize merit-based evaluation criteria, and reinforce the principle of equal opportunity. This ensures that the task of preparing and training new teachers is entrusted to qualified educational professionals with the necessary field and training experience, thereby contributing to improving the quality of the program and achieving its objectives of preparing qualified teachers capable of meeting the demands of the educational field.
