Engineer Munira Jasem Al-Amir, Chair of the Technical Committee at the Municipal Council, stated that the committee approved during its meeting today the Ministry of Health’s request to allocate a site for the construction of a multiple sclerosis treatment center in the Granada area, within the Salwa Coast zone, covering an area of 20,000 square meters, with the creation of a new entrance and exit for the site. This decision implements Cabinet Decision No. (417), issued on April 7, 2026. The Chair of the Technical Committee emphasized that the approval to allocate the site implements the Cabinet decision, which included approval to accept the donation offered by the Kuwait Finance House to establish the multiple sclerosis treatment center, and tasked the Kuwait Municipality with taking the necessary procedures to allocate a site in favor of the Ministry of Health, paving the way for the center’s construction by the donating entity.
Al-Amir clarified that the committee’s approval came subject to several conditions, the most prominent of which include providing the necessary parking spaces within the site boundaries, submitting an environmental and social impact assessment report in accordance with the Environmental Protection Law, presenting a traffic study prior to licensing, and adhering to the conditions outlined in the responses of the sub-committee members for public utilities and services, as well as coordinating with them before implementation.
She added that the relevant departments would be authorized to make any relocation or adjustment to the site’s dimensions and area, provided such changes do not exceed the designated area, in case of conflict with infrastructure services or any regulatory requirements.
In another health and service file, the committee discussed the Ministry of Health’s request to allocate Plot No. (162), located in Industrial Area 2, Shuwaikh, Plot 2, New Shuwaikh, to serve as a site for insect and rodent control services, implementing Cabinet Decision No. (659).
She also confirmed that the committee approved the request, noting that the plot covers an area of 22,500 square meters, with the relevant departments authorized to relocate and adjust the site’s dimensions and area, provided such adjustments do not exceed the designated area, in case of conflict with any existing infrastructure services or regulatory requirements.
She added that the committee discussed the Ministry of Interior’s request to amend the Municipal Council’s decision regarding the headquarters of the Police Equestrian and Mounted Units in the Central District, whereby the site’s name would be changed to become the headquarters of the Police Sports Federation, with an expansion of the site to utilize it for establishing sports fields and conducting sports activities.
The technical opinion included approval to expand the site, whose original area is 75,000 square meters, to approximately 102,000 square meters after expansion, to be utilized for sports fields and activities.
The approval also included relocating the existing service street between the site and the Arab Horse site, ensuring its width is no less than 17 meters, with a setback of 4 meters as per the attached sketch, in addition to submitting a detailed traffic study prior to finalization and adhering to the conditions outlined in the responses of the sub-committee for public utilities and services, and coordinating with them before implementation.
Then, she stated that, on the regulatory side, the Technical Committee discussed the proposal to amend Articles Two and Eight of Ministerial Decision No. (322) of 2023 concerning the system for the division and subdivision of land prepared for construction and its amendments.
The discussion of the proposal came in light of a study by the Legal Administration, which addressed the possibility of reconsidering several conditions regulating subdivision and development projects, particularly those related to the regulation of real estate, property rights, and procedures specific to such projects.
According to the technical opinion, the committee approved a proposal to amend Articles Two and Eight, which includes reorganizing a number of documents and procedures required when submitting subdivision and parceling applications. These include documents proving ownership and certificates related to real rights, as well as notifying holders of real rights, if any, alongside streamlining procedures concerning portions that revert to the State after the project’s approval.
