Kuwait: Combating Impunity and Holding Perpetrators of Violations Accountable

The State of Kuwait emphasized the necessity of keeping the protection of women and children at the core of the international community’s priorities, particularly in light of the alarming rise in conflicts and their catastrophic humanitarian consequences.

This statement was made by Kuwait’s Deputy Permanent Representative to the United Nations in Geneva, Counselor Nasser Al-Ramzi, during a discussion of the report by the UN High Commissioner for Human Rights, Volker Türk, on the implementation of Human Rights Council resolution (19/60) concerning the enhancement and protection of human rights for women and children in situations of conflict and post-conflict.

Al-Ramzi stated that women and children bear the brunt of conflicts, pointing to the severe humanitarian repercussions in conflict zones, including the Gaza Strip, which involve killings, displacement, and the denial of civilians’ basic rights to food, healthcare, and education.

He stressed the need for full respect for international humanitarian law and international human rights law, and for ensuring the protection of civilians. He called for an end to all violations committed against women and children, as well as for guaranteeing the unhindered delivery of humanitarian aid.

Al-Ramzi also underscored the necessity of combating impunity and holding those responsible for violations accountable, thereby ensuring the protection of victims’ rights and strengthening respect for international law.

In this context, he noted that certain terms used in the submitted report lack international consensus, unlike resolution (19/60), which was adopted by consensus. He expressed Kuwait’s hope that future reports would be based on internationally agreed terminology, ensuring consistency with relevant international resolutions.
