Al-Daw Engineering and Open Innovation AI announce strategic partnership to accelerate the adoption of sovereign AI in Kuwait

Dhow Engineering General Trading and Contracting LLC, a specialist in integrated engineering solutions and services and a subsidiary of Dhow International Holding, announced the signing of a strategic partnership with Open Innovation AI, a leading company in empowering organizations to adopt artificial intelligence technologies on an independent sovereign platform. The partnership aims to accelerate the adoption of sovereign AI in Kuwait, with both parties working together to identify and develop new opportunities for applying AI solutions and technologies in the Kuwaiti market.
Under the partnership, Dhow Engineering will serve as the local partner for Open Innovation AI in Kuwait, supporting the integration of technical solutions and overseeing their implementation in the local market. This will be achieved through client engagement, coordinating solution deployment, integrating with local data centers, telecommunications providers, and enterprise environments, as well as providing local implementation and support services.
On its part, Open Innovation AI will provide its integrated sovereign AI platform, along with specialized technical expertise and technologies. The two companies will collaborate on designing each deployment to align with clients’ technical requirements and Kuwait’s regulations regarding data storage and processing within the country, cybersecurity, and regulatory frameworks.
Commenting on the partnership, Joe Chedid, CEO of Dhow International Holding, stated, “Our partnership with Open Innovation AI represents a significant step toward expanding the availability of AI capabilities for organizations in Kuwait. By combining the sovereign AI technologies provided by Open Innovation AI with Dhow Engineering’s local market expertise and capabilities in infrastructure and implementation, we aim to develop secure, scalable, and commercially viable solutions that meet Kuwait’s priorities and deliver long-term value to our clients and the state.”
The partnership targets working with government entities and institutions in Kuwait’s vital national sectors, which require AI applications to operate within a framework subject to national sovereignty.
Open Innovation AI offers a hardware-agnostic platform that enables the coordination and management of AI applications across local (on-premises) infrastructure, private clouds, and hybrid systems, while providing comprehensive governance and permission controls at the platform level. The platform supports a wide range of enterprise applications, including custom AI assistants, document intelligence, analytics, and model hosting. The two companies will work together to make these capabilities available to government entities and businesses in Kuwait.
For his part, Dr. Abed Al-Aishoush, Co-Founder and CEO of Open Innovation AI, said, “Kuwait possesses the institutional capabilities and strategic vision that position it to become one of the leading markets for sovereign AI. Our partnership with Dhow Engineering provides a trusted local platform that enables us to deliver our integrated sovereign AI platform technologies, leveraging our experience in supporting mission-critical AI systems in the United Arab Emirates to serve clients in Kuwait. Through this partnership, we aim to accelerate the responsible adoption of AI while ensuring that data, infrastructure, and governance remain under national sovereignty.”
The two companies plan to initiate their collaboration by identifying priority sectors and suitable use cases in Kuwait, and by developing joint proposals for customer opportunities based on specified requirements.
