Ministry of Commerce: One-time distribution of subsidized construction materials

The Ministry of Commerce and Industry has reinstated the regulations governing the disbursement of subsidized and discounted construction materials, through a ministerial decree issued by the Minister of Commerce and Industry and published in the official gazette, “Kuwait Today,” in its Sunday edition. The decree concerns amendments to certain provisions of Ministerial Decision No. 222 of 2024. The decision stipulates that it shall take effect from the date of its issuance last week, corresponding to the 17th of the current month. The text of the decision is as follows:

The texts of items (1) and (6) of Article Four of the aforementioned Ministerial Decision No. 222 of 2024 are replaced with the following:

“1. The beneficiary must have obtained a loan from the Kuwait Credit Bank, whether it is a construction loan, a renovation and expansion loan, a purchase loan, or a demolition and reconstruction loan. The materials shall be disbursed to the beneficiary only once, and eligibility shall be determined according to their civil ID number, with disbursement linked to this number.”

“6. If the beneficiary is the owner of a house and wishes to demolish and rebuild it, the provision of item (first) of Article Two shall apply. The following conditions must be met:

a. The beneficiary must have obtained a demolition and reconstruction loan from the Kuwait Credit Bank.

c. The beneficiary must submit a letter from the Kuwait Credit Bank specifying the amount reserved for demolition and reconstruction. The quantity of materials shall be determined in accordance with the table set out in item (first) of Article Two, taking into account the deduction of quantities previously disbursed to the beneficiary.

Item (7) of Article Four of the aforementioned Ministerial Decision No. 222 of 2024 is repealed, and any provision conflicting with the provisions of this decision is also repealed.

Competent authorities shall implement this decision within their respective jurisdictions. It shall take effect from the date of its issuance and be published in the official gazette.”
