New restrictions on e-cigarettes in Kuwait

Minister of Health Dr. Ahmed Al-Awadi issued Ministerial Decision No. 237 of 2026, promulgated on August 11, which establishes comprehensive regulations governing the marketing, packaging, and sale of tobacco products, electronic cigarettes, heated tobacco products, and nicotine pouches. The decision mandates that health warnings cover 50% of the package surface, prohibits the use of misleading terms such as “less harmful,” bans the distribution of free samples and sponsorship of events, and imposes restrictions on the depiction of smoking scenes in content targeted at minors.
