Axios: Trump signs two executive orders on birthright citizenship

The Axios website reported that U.S. President Donald Trump intends to sign two executive orders today, Thursday, aimed at depriving children born in the United States of citizenship due to commercial “birth tourism.” Axios noted that Trump seeks to deny citizenship by birth to children born to members of certain foreign diplomatic staff in the United States, and possibly in U.S. territories in the future.

Trump’s schedule shows that an event titled “Signing Time” in the Oval Office today did not begin until 1955 GMT, approximately 55 minutes after the time specified in the official White House schedule.

No U.S. law explicitly bans birth tourism, but a federal regulation in effect since 2020 during Trump’s first term prohibits the use of temporary tourist and business visas for the primary purpose of obtaining U.S. citizenship for a newborn. Individuals involved in birth tourism schemes can be prosecuted for fraud or other related crimes.

There are no official figures on the number of foreigners who come to the United States with the explicit purpose of giving birth and obtaining citizenship for their children, nor on the cost borne by taxpayers.

The Center for Immigration Studies, which supports reducing immigration levels, estimated in a 2020 analysis that between 20,000 and 25,000 mothers came to the United States to engage in “birth tourism” during a full year between 2016 and 2017.

The number of births in the United States reached 3.6 million in 2025.
