Kuwait-China Agreements... Accelerating the Pace of Development Projects
Kuwait continues to advance the transformation of its strategic partnership with China, launched through seven agreements signed on September 22, 2023, into tangible operational reality, dedicating a new phase of comprehensive bilateral developmental cooperation to implement vital projects across the country.
The North Kabd Technical Station project, for which Kuwait witnessed the signing ceremony of its construction and operation contract last week, is the second agreement to enter into force among the projects stemming from the memorandums of understanding between the two friendly nations.
These developments follow a developmental trajectory that has begun to manifest on the ground across multiple strategic sectors covered by the seven memorandums of understanding signed by His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, when he was Crown Prince, during his visit to China in September 2023, with President Xi Jinping. These sectors include energy, housing, economy, environment, free zones, and wastewater infrastructure, alongside the strategic Port of Mishref project.
The North Kabd Water Treatment Plant project represents the latest operational step in a series of rapid measures aimed at enhancing infrastructure quality and promoting environmental sustainability, in addition to improving the efficiency of the wastewater treatment system to keep pace with the country’s urban growth and support the achievement of sustainable development goals and Kuwait’s future vision.
Within this rapid developmental framework, the governments of Kuwait and China signed the Framework Agreement for Technical Arrangements last March, which includes all technical details for joint cooperation in the field of renewable energy. This move aligns with the high-level directives from the country’s top political leadership to accelerate the implementation of major developmental projects with Beijing.
The signing ceremony took place at the headquarters of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) in Beijing, capping intensive negotiations that lasted approximately six months to establish a practical roadmap accelerating renewable energy projects in Zones 3 and 4 of Shagaya, as well as the Abdali project.
Kuwait and China have aligned their wills to strongly push for the swift implementation of these agreements, reflecting both countries’ firm resolve to elevate the level of bilateral cooperation and intensify meetings aimed at overcoming obstacles and accelerating implementation.
Bilateral meetings between the two sides reflect a shared consensus on expanding the horizons of bilateral relations in the coming phase, particularly regarding support for Kuwait’s economic development strategy and providing a suitable climate to attract direct investments.
The signing of the Engineering, Procurement, and Construction (EPC) contract to complete the Port of Mishref project last December marked a significant milestone in Kuwait’s developmental path and served as the inaugural practical translation of the agreements and memorandums of understanding signed between the governments of Kuwait and China.
The two parties have taken initial steps for the Port of Mishref through cooperation with China Communications Construction Company Limited (CCCC), a state-owned enterprise under China’s Ministry of Transport. This follows a Kuwaiti Cabinet decision in January 2025 to approve and accept the nomination submitted by the Chinese government to proceed with direct contracting with the Chinese company for the execution, management, and operation of the project in all its phases.
The Cabinet paved the way for the nomination decision by approving a draft law regarding the memorandum of understanding between the governments of Kuwait and China concerning the port and its annexed protocol, in December 2024.
The bill entered into force from the date of its publication in the Official Gazette (Kuwait Today) in January 2025. In mid-February of last year, Minister of Public Works Dr. Noura Al-Mashaan signed a contract for study, design, and pre-construction services to complete the project of the Port of Mubarak Al-Kabir, with contract implementation activities commencing on March 16, 2025.
In February 2024, the Council of Ministers formed a committee to monitor agreements and memoranda of understanding (MoUs) concluded with China. The committee held dozens of meetings aimed at transitioning signed agreements into actual implementation.
Since its establishment, the committee’s efforts have contributed to accelerating coordination and consultation with the Chinese side, intensifying technical visits, overcoming obstacles to projects, setting plans and priorities, and supporting the relevant ministries and government agencies in implementing the MoUs.
Prime Minister Sheikh Ahmad Al-Abdullah Al-Sabah directed the members of the ministerial committee on multiple occasions to follow up on strategic priorities in the implementation of development projects, thereby supporting the country’s ongoing efforts to strengthen its relations with various nations around the world.
