Hamas, the Palestinian Islamic Resistance Movement, said on Friday that the first step in implementing the disarmament agreement in Gaza announced by US President Donald Trump is for the Israeli occupation to commit to stopping the killing of Palestinians and ending attacks.

In a statement, the movement noted that agreeing to include the heavy weapons file within the framework of the agreement had been linked to and conditioned upon halting all forms of aggression, withdrawing from the Gaza Strip, achieving early recovery, the entry of the administrative committee, and the deployment of international protection forces.

The National Committee for the Management of Gaza announced on Friday its readiness to assume responsibility for managing the Strip, stating that the progress announced regarding Hamas’s and Palestinian factions’ approval of the “roadmap” for the second phase of the ceasefire agreement opens the door to its implementation.

The committee said in a statement that the priority in the current phase is to translate this progress into practical steps that directly impact the lives of Gaza Strip residents. It emphasized that it had completed extensive institutional and operational preparations over the past months to assume management of the Strip, restore basic public services, strengthen the rule of law, facilitate the delivery of humanitarian aid, and lead recovery and reconstruction efforts.

It added that its work aligns with US President Donald Trump’s plan for Gaza and United Nations Security Council Resolution 2803, noting that its mission is to manage the Strip through Palestinian institutions characterized by efficiency, transparency, and accountability, according to the principle of “one authority, one law, and one security system.”

The committee stressed that the success of the next phase depends on Palestinian national partnership and the integration of roles among official institutions, local bodies, the private sector, and civil society organizations. It noted that it would coordinate with the Peace Council, the Office of the High Representative, the International Stabilization Force, and its regional and international partners to create the necessary conditions for commencing its work.

The committee emphasized that rebuilding the Gaza Strip requires sustained international commitment, substantial financial resources, and close cooperation among various partners. It affirmed that its goal is not limited to rebuilding what was destroyed by war, but also contributing to building a “secure, stable, and prosperous” Gaza Strip managed by legitimate Palestinian institutions based on the rule of law.

Meanwhile, Palestinian Islamic Jihad, an ally of Hamas, announced its rejection of reports discussing a US-backed agreement involving the disarmament of both movements in the Gaza Strip.

The movement confirmed that “claims that an agreement has been reached are inaccurate,” with a member of Islamic Jihad’s Political Bureau stating that the “circulated document” was merely a draft to which the movement had submitted comments and objections.

Earlier, sources close to the Cairo talks reported that Hamas had agreed to disarmament and accepted the disarmament of the Gaza Strip. Several figures familiar with the negotiations indicated that Hamas had approved the final text of a proposed implementation timeline through intermediaries.
