Ministry of Education and National Center for Public Administration: "Teacher Conduct" a Fruit of Partnership to Consolidate Transparency
The joint statement clarified that the code of conduct was prepared by “Nizahat” (the National Center for Combating Corruption) in consultation with civil society, drawing on its mandate to promote a culture of integrity and prevent corruption, and in implementation of the memorandum of understanding signed with the Ministry of Education in the fields of awareness and education. The Ministry embraced the initiative, completed the necessary procedures, and officially adopted it as a professional and ethical reference governing professional conduct in the educational field.
The statement noted that the code of conduct was developed in recognition of the pivotal role teachers play in shaping generations, and with a view to providing a comprehensive professional and value-based framework that entrenches the principles of honesty, integrity, justice, and transparency, regulates rights and duties, and enhances trust among teachers, students, and parents, as well as among all parties involved in the educational process. This contributes to improving the quality of educational performance and fostering an educational environment based on responsibility and mutual respect.
Both parties emphasized that the teachers’ code of conduct is not merely a regulatory document, but rather an ethical and professional reference that reinforces the teacher’s mission, entrenches the culture of positive role modeling, contributes to building a school environment supportive of national values, and consolidates the principles of integrity and commitment in daily practices within educational institutions.
The statement added that the code of conduct extends the efforts of the Public Authority for Combating Corruption in preparing professional guides and charters that support integrity, and aligns with the Ministry of Education’s orientation toward enhancing governance, institutional commitment, and elevating professional practices, thereby serving the goals of developing the educational system and raising the efficiency of performance in the educational field.
It was clarified that the code of conduct supports several Sustainable Development Goals, foremost among them Goal 4 on Quality Education, by contributing to enhancing the quality of the educational environment and consolidating the ethics of the teaching profession. It also aligns with the provisions of the United Nations Convention against Corruption related to the preparation of professional codes of conduct, the enhancement of preventive measures, the dissemination of public awareness, and the encouragement of cooperation with civil society organizations in preventing corruption and entrenching values of integrity.
The Ministry of Education and “Nizahat” concluded their statement by emphasizing that investing in teachers’ ethics is an investment in the nation’s future, given the teacher’s pivotal role in instilling values and shaping generations. They affirmed their continued cooperation to launch more high-quality initiatives that enhance integrity and transparency, elevate the educational system, and support the construction of a higher-quality and more distinguished educational environment, thereby serving the public interest and advancing the objectives of sustainable development.
“Nizahat” expressed its appreciation to the Ministry of Education for its swift response to the initiative, its adoption of the code, and its official endorsement via a ministerial decision.
