Central Agency: Launch of an electronic platform to receive applications from former holders of Article 5

The Central Agency stated in a statement on Monday that this step is taken to complete the prescribed procedures for obtaining the official “To Whom It May Concern” certificate for cases that have not previously applied, through the electronic platform (https://es.carirs.gov.kw).

The Agency clarified that the service covers “distinguished business owners, children of Kuwaiti women, and holders of the 1965 census records,” noting that applications must be submitted exclusively in the name of the individual for whom the withdrawal decree was issued, and it is not necessary to submit separate applications for each dependent.

It added that if the person for whom the decree was issued is deceased, their relatives should submit the application via the electronic platform in the name and with the details of the deceased person, indicating that the required documents and attachments include a copy of the civil ID, and if the concerned person is deceased, a copy of the death certificate must be attached.

It noted that since the Agency’s website is not linked to the “Sahel” application, applicants must download the “To Whom It May Concern” certificate immediately after its issuance through the website, then manually upload it via the application to complete the remaining procedures.

It pointed out that “in case of any system malfunction or technical error during the application process, please refer to the Situation Adjustment Department at the Central Agency building, located in the Shuwaikh area, to address the status of illegal residents and take the necessary measures.”
