«Affairs»: 9 new civil society associations in the process of dissolution and liquidation of their funds
Al-Jarida has learned that the Ministry of Social Affairs intends to issue a series of decisions to dissolve and liquidate the assets of approximately nine new inactive civil associations that have not provided any genuine services, either to their members specifically or to the general public, for several years, in addition to violating the provisions of Law No. 24/1962 concerning clubs and public benefit associations.
According to sources within the Ministry of Social Affairs, the Civil Associations Administration recently submitted the names of these associations to the Committee for the Establishment, Evaluation, Dissolution of Public Benefit Associations and Charities, and for the Study and Review of Their Bylaws, requesting their dissolution and the liquidation of their assets for the aforementioned reasons. The committee, in turn, endorsed the administration’s recommendation after it was established that these associations had not carried out any activities on the ground, in addition to their failure to cooperate with the ministry, respond to its repeated appeals, or heed its repeated warnings to rectify their status.
The sources clarified that the committee submits its recommendations to Minister of Social Affairs Dr. Amthal Al-Hawila regarding the non-compliant associations, for her to take whatever measures she deems appropriate. The ministry emphasized its seriousness in continuing the “screening” process to ensure that only active and socially beneficial associations continue to operate, regardless of the number of associations to be dissolved or the total number that will remain in the future, especially given the conviction among the ministry’s leadership and officials that quality takes precedence over quantity, and that increasing numbers at the expense of inactivity is unacceptable.
Al-Jarida had previously noted that the “screening” process initiated by the ministry some time ago for registered civil associations resulted in dissolution and asset liquidation decisions for approximately 42 associations with diverse objectives and specializations, representing a percentage that reached 20% of their total number, which is currently estimated at around 210 associations.
