During times of crisis, rumors are no less dangerous than the events themselves. This is because irresponsible speech can confuse society, undermine morale, and provide the state’s adversaries and enemies with an opportunity to achieve objectives that cannot be attained through conventional means.
Recent regional events and the escalation that has threatened the security of Gulf states have demonstrated that the battle is not confined to the physical battlefield; it extends into the digital and media spheres, where misinformation and unverified clips spread with the aim of inciting anxiety and eroding trust in national institutions. The warnings issued by competent authorities in Kuwait regarding the necessity of refraining from circulating rumors or sharing images and videos related to sites of blatant attacks or the movements of security and military forces reflect an awareness of the nature of modern warfare, in which information has become an integral part of the national security apparatus. Intrusive photography of damage sites and the hasty dissemination of field details may no longer remain matters of transient individual discretion; rather, they can transform into intelligence exploited by those seeking to harm the state’s security or impair the ability of competent authorities to perform their duties. Consequently, every citizen and resident bears a fundamental and essential role at this critical juncture, as we are all partners in the security framework. Responsible citizenship and genuine loyalty to this nation demand a firm refusal to circulate sensitive information, reliance on official sources, and refraining from resharing anonymous messages or recordings with sensational titles without verifying their accuracy, because the rapid spread of content on social media can make correcting false information more difficult than preventing its dissemination in the first place.
Undoubtedly, freedom of expression and communication does not entail harming the public interest or transgressing the boundaries imposed by law and necessitated by the protection of public security and safety. Moreover, aware societies do not view information control measures during crises as restrictions, but rather as necessary practices to safeguard public security and prevent informational chaos, which has become one of the tools of modern conflicts.
Social cohesion represents one of the most important elements of national strength. Maintaining this cohesion requires every individual to recognize that the mobile phone can be a tool for building awareness, but it can also become an instrument for spreading chaos if used irresponsibly.
Conversely, the state fulfills its role in managing the information landscape by providing accurate information in a timely manner, enhancing communication with society, and thereby limiting the vacuum that rumors exploit. This is complemented by the enforcement of laws and regulations governing electronic publishing and the use of communication channels, achieving a balance between the requirements of national security and the guarantee of rights and freedoms within the legal framework.
Protecting Kuwait during times of crisis relies on the complementary roles of the state and society. Competent institutions carry out their duties in safeguarding security, providing reliable information, and enforcing the law, while citizen awareness and responsible commitment form the foundation for enhancing stability. An aware and cohesive society remains the first line of defense against all attempts to undermine the nation’s security and stability.
