Officially: Decree Establishing Al-Harir City 'Al-Subaiya' and Bubiyan Island Development Authority Abolished

Published in the Official Gazette “Kuwait Today,” Decree No. 175 of 2026 abolishing Decree No. (240) of 2012 establishing the Silk City (Sabiyah) and Bubiyan Island Development Authority, the decree stipulates the following:

Article One: Without prejudice to the provisions of Decree No. (22) of 2025 referred to above, Decree No. (240) of 2012 referred to above is hereby abolished.

Article Two: The Council of Ministers shall determine the government entities responsible for the development of Silk City (Sabiyah) and the Kuwaiti Islands, and for monitoring the implementation of the policies, plans, programs, and projects necessary for that purpose. The assets, rights, and obligations of the Silk City (Sabiyah) and Bubiyan Island Development Authority, including related contracts, agreements, projects, studies, documents, records, files, and financial appropriations, shall vest in these entities, each within its assigned remit.

Article Three: Permanent employees of the Silk City (Sabiyah) and Bubiyan Island Development Authority shall be transferred to the Civil Service Bureau for assignment to government entities at their same financial grades and salaries. Their services shall be terminated in accordance with the rules and procedures prescribed for this purpose. This shall take effect from the date of implementation of the provisions of this decree.

Article Four: Any provision contrary to the provisions of this decree is hereby abolished.

Article Five: The Prime Minister and the Ministers, each within their respective responsibilities, shall implement this decree. It shall be published in the Official Gazette and shall take effect from the date of its publication.
