Published in the Official Gazette “Kuwait Today,” Decree No. 175 of 2026 cancels Decree No. (240) of 2012 establishing the Silk City (Sabiyah) and Bubiyan Island Development Authority. The decree stipulates the following:
Article One: Without prejudice to the provisions of Decree No. (22) of 2025 mentioned above, Decree No. (240) of 2012 mentioned above is hereby repealed.
Article Two: The Council of Ministers shall designate the government entities responsible for the development of Silk City (Sabiyah) and the Kuwaiti Islands, and for monitoring the implementation of the policies, plans, programs, and projects necessary for that purpose.
The assets, rights, and obligations of the Silk City (Sabiyah) and Bubiyan Island Development Authority, including related contracts, agreements, projects, studies, documents, records, files, and financial appropriations, shall be transferred to these entities, each within its assigned mandate.
Article Three: Permanent employees of the Silk City (Sabiyah) and Bubiyan Island Development Authority shall be transferred to the Civil Service Bureau for assignment to government entities at the same financial grades and salaries. All other personnel shall have their service terminated in accordance with the rules and procedures established for this purpose, effective from the date of implementation of this decree.
Article Four: Any provision contrary to the provisions of this decree is hereby repealed.
Article Five: The Prime Minister and the Ministers, each within their respective competencies, shall implement this decree. It shall be published in the Official Gazette and shall take effect from the date of its publication.
