Darain Al-Ali: Sources in the Ministry of Electricity, Water and Renewable Energy stated that the ministry has established a mechanism for registering field visits and disbursing site allowances to eligible employees, in accordance with a circular from the Civil Service Bureau. This mechanism links the disbursement of the allowance to the actual number of field visits conducted by the employee, capped at a maximum of 12 visits per month.
The sources noted that employees must personally submit a request to register a field visit through the ministry’s mobile application or website (Portal), or via the integrated system of the Civil Service Bureau. This mechanism applies to Kuwaiti engineers and holders of supporting engineering positions.
Employees are required to submit an official mission request, specifying the date of the field visit and its duration, and selecting the type of exemption—full or partial—while clarifying the purpose of the visit and the tasks to be carried out, attaching any relevant documents if available.
The request undergoes several stages of approval, starting with the employee’s direct supervisor, then the director of the relevant department, culminating in final approval from the Administrative Affairs department. It is emphasized that all approvals must be completed before the scheduled visit date.
The site allowance is calculated based on the number of field visit requests that have received final approval, capped at 12 visits per month. The allowance is automatically disbursed along with the salary for the month following the visits.
The ministry confirmed that the responsibility for submitting field visit requests lies with the employee himself, while liaison officers in various sectors are tasked with monitoring allowances and handling inquiries, clarifying the registration and approval procedures. Relevant departments are required to comply with the new procedures.
