The Cabinet, during its weekly meeting chaired by His Highness Sheikh Ahmad Abdullah Al-Salim Al-Sabah, Prime Minister, approved a draft law decree amending certain provisions of Law No. 27 of 1995 concerning the contribution of the private sector’s activities to the development of vacant state-owned lands for residential care purposes. This aims to transfer a portion of the lands allocated by the state to the Public Authority for Housing Welfare to certain state entities, as public interest dictates, and to enable the private sector’s participation in developing vacant state-owned lands.
The aforementioned draft law decree complements Law No. 47 of 1993 concerning Residential Care and its amendments, as well as Law No. 118 of 2023 regarding the establishment of companies for building cities or residential areas and their economic development, as amended by Law Decree No. 89 of 2025.

According to the technical amendment approved, the private sector can now implement vital “non-residential” projects belonging to government entities. The Public Authority for Housing Welfare will allocate specific lands to ministries and agencies in residential areas, transferring ownership to these ministries and agencies so they can contract with the private sector to construct facilities required by government institutions in light of evolving needs, such as those related to electricity, endowments, youth and sports, among other entities.
On another note, the Cabinet expressed its strong condemnation and denunciation of the attack targeting the LNG carrier “Al-Maydah,” owned by Qatar LNG Shipping Company (Qatargas), while it was navigating through the waters of the Arabian Gulf. It firmly rejected such acts, which pose a serious threat to the security and safety of maritime navigation and global energy supplies, emphasizing the necessity of respecting international law rules and ensuring freedom of maritime navigation and the safety of ships and their crews. It warned of the potential environmental and economic risks resulting from attacks on energy tankers and their serious repercussions on the security and stability of the region. It stressed the importance of uncovering the circumstances of the incident, identifying those responsible, and holding them accountable. It reiterated Kuwait’s full solidarity with sister state Qatar, standing by its side and supporting all measures taken to protect its security and interests and to safeguard its facilities and properties.
