US Secretary of Defense Pete Hegseth announced yesterday an increase in security cooperation funding for the Philippines, aimed at accelerating the modernization of its armed forces and enhancing joint military operational capabilities between the two countries across the First Island Chain in the western Pacific.

In a statement, the US Department of Defense said the announcement came during a meeting between Hegseth and Philippine Secretary of National Defense Gilberto Teodoro Jr. in Cebu City, where they discussed progress in security cooperation, the modernization of the bilateral military alliance, and initiatives related to military positioning and deployment within the framework of developing defense cooperation and strengthening joint operational capabilities.

The statement added that both sides agreed to launch an intensive initiative to modernize joint military command and control systems, aiming to enhance real-time bilateral coordination and strengthen the alliance’s resilience and adaptability to security and operational challenges.

It further noted that the ministers welcomed progress in activating military sites covered by the Enhanced Defense Cooperation Agreement (EDCA) between the United States and the Philippines, including investments in developing critical infrastructure and storage facilities in various regions across the Philippines.

The statement indicated that the increased security cooperation funding targets accelerating the modernization of the Philippine armed forces and enhancing interoperability between US and Philippine forces, enabling them to operate in an integrated manner and conduct joint military operations with greater coordination.

These steps come within the context of the US-Philippines defense alliance, which is based on the Mutual Defense Treaty signed on August 30, 1951, obligating both countries to address common dangers resulting from any armed attack against either party in the Pacific region, in accordance with their constitutional processes.

The United States and the Philippines signed the Enhanced Defense Cooperation Agreement on April 28, 2014, which entered into force on June 25 of the same year, with the aim of expanding military cooperation and facilitating rotational access for US forces to specific Philippine military facilities, developing their infrastructure, and storing military equipment and supplies without establishing permanent US bases.

The First Island Chain refers to a strategic geographic area in the western Pacific, extending from southern Japan through Taiwan to the Philippines, and holds significance in military planning and defense cooperation in the region.

The Philippines, which holds the rotating chairmanship of the Association of Southeast Asian Nations (ASEAN) this year, is hosting the 20th ASEAN Defense Ministers’ Meeting. It is also hosting today the 13th ASEAN Expanded Defense Ministers’ Meeting, with participation from the 11 ASEAN member states alongside eight dialogue partners: the United States, China, Russia, India, Japan, South Korea, Australia, and New Zealand, aiming to enhance security and defense cooperation and discuss regional and international challenges.
