Minister of Higher Education and Scientific Research Marwan Al-Halabi announced a set of measures adopted by the ministry to accelerate the processing of university certificate equivalency files, noting that new working teams had been formed to complete the files received and accumulated during the era of the ousted regime.

During a meeting with staff at the ministry’s Certificate Equivalency Directorate yesterday, Minister Al-Halabi stated that the workforce assigned to this task had been quadrupled and distributed across 12 working groups, each comprising two employees. He added that the ministry had established additional teams for verification and to secure necessary resources, including offices, printers, and computers, alongside providing incentives for employees.

According to Minister Al-Halabi, the measures included simplifying the certificate equivalency procedures and limiting the required documents to five items: the university degree, the transcript, the high school certificate or its equivalent, originally certified by the Ministry of Education; proof of residence; and proof of identity.

He pointed out the cancellation of the proof-of-residence requirement for theoretical degrees issued between 2011 and 2025.

Minister Al-Halabi emphasized that work would continue during and outside official working hours, with the goal of completing all received files by the end of the year. He noted that there is direct daily monitoring of the number of completed files to ensure progress and accelerate the pace of completion.

Activists had previously complained about delays in the equivalency procedures for foreign certificates and described the approval requirements as obstructive, citing the excessive number of documents and certificates required, as well as the multitude of signatures and attestations.
