Kuwait officials issued a number of administrative decisions by the Public Authority for Manpower, stipulating the rotation of several supervisory position holders, including managers and inspectors, as follows: Jaber Al-Ali was transferred as manager of the Ahmadi Governorate Work Administration; Sara Al-Hajri as manager of the Mubarak Al-Kabeer Governorate Work Administration; Fahad Al-Ajmi as manager of the Hawalli Governorate Work Administration; Rashid Al-Sharaki as manager of the Jahra Governorate Work Administration; and Mohammed Al-Otaibi as manager of the Capital Governorate Work Administration.

The decisions also stipulated the transfer of Fahad Al-Murad as manager of the Trade Unions Administration, Meshal Al-Azmi as manager of the Labor Inspection Administration, and Abdullah Al-Rashidi as manager of the International Relations Administration. Additionally, Tahani Al-Mutairi was transferred to assume the position of inspector at the Technical Support Administration, and Duha Al-Shuailan to assume the position of inspector at the Operations Administration.

This rotation comes in the context of striving to achieve the interests of work and develop institutional performance, by making optimal use of available expertise and capabilities, and deploying them in positions that align with the requirements of the stage.

On another note, the Public Authority for Manpower granted workers registered under engineering professions an additional deadline to complete the procedures for equating and approving their academic engineering qualifications with the Ministry of Higher Education, provided that the expiration date of their work permits does not exceed June 30, 2028.

A circular issued by the Authority stated that granting this deadline aims to ensure the continuity and stability of the status of workers registered under engineering professions, who had previously been granted an exception to complete the procedures for approving their academic certificates but were unable to do so by the current date. The Authority specified the mechanism for utilizing the additional deadline, through the worker’s electronic approval of the attached declaration via the link specified in the government “Sahel” application, which enables the issuance or renewal of the work permit for the engineering profession in accordance with approved regulations. It stressed the necessity of completing the procedures for approving academic qualifications within the specified deadline, emphasizing that failure to comply will result in the adoption of prescribed measures in accordance with the governing regulations and decisions.

On another note, the Public Authority for Manpower sent awareness messages to domestic workers, affirming that Labor Law No. 68 of 2015 regarding domestic workers protects the rights of the worker and regulates their relationship with the employer. The Authority stated in an awareness clip broadcast on its “X” platform account: “In your work, you have rights that protect you and duties that you must adhere to.” It stressed that the worker should not pay any amount for their recruitment and emphasized the necessity of carefully reading the employment contract, as it is written in both Arabic and English and specifies the nature of work and wages.

It clarified that the worker has the right to retain their passport and civil ID, and to receive the agreed-upon wage in the contract, which must not be less than 75 dinars, paid at the end of the month without deductions. It noted that if salary payment is delayed for more than 7 days, the worker is entitled to 10 dinars for each month of delay, in addition to their salary. It added that working hours do not exceed 12 hours, interspersed with rest periods, and that the worker is entitled to a weekly rest of 24 hours after six days of work, and an annual paid leave of no less than 30 days after completing 12 months of service.

It pointed out the employer’s obligation to provide suitable housing, food, clothing, and medical care, as well as the worker’s right to use their phone to communicate with their family outside of working hours. It mentioned that upon completion of the contract term, the worker is entitled to an end-of-service gratuity equivalent to one month’s salary for each year of service, and called on domestic workers to file a complaint with the Domestic Labor Recruitment Administration in case of violation of contract terms.
