AbdulKarim Al-Abdullah: Health Minister Dr. Ahmed Al-Awadi issued Ministerial Decision No. (351) for the year 2026, concerning the determination of fees for services provided by the Medical Liability Authority. The decision includes the approval of financial fees for a number of administrative and technical services, as well as the regulation of the payment mechanism for fees related to the formation of objection committees for the reports of technical committees.

The decision, published in the official newspaper “Kuwait Today,” stipulates the collection of a fee of 20 dinars for each request related to administrative services for healthcare practitioners and facilities, and 20 dinars for administrative services related to the management of health licenses, in addition to 20 dinars for each request to obtain additional copies of technical committee reports.

The decision also set a fee of 200 dinars for each request to form objection committees for the reports of the technical committees affiliated with the Medical Liability Authority.

Regarding the payment mechanism for objection fees, Article Two of the decision stipulates that the prescribed fees for forming objection committees shall be collected within a period not exceeding 30 days from the date the objectors are notified of the acceptance of their objections. The decision emphasized that if the fees are not paid within the specified period, the objection submission requests shall be considered null and void.

According to Article Three, the decision is to be communicated to the concerned authorities for implementation, and shall take effect from November 1, 2026, to be published in the official newspaper, and any decision or provision conflicting with its provisions shall be repealed.

The issuance of the decision was based on Law No. (70) of 2020 concerning the practice of medicine and its auxiliary professions, patients’ rights, and health facilities, as well as the Cabinet’s approval of the fees proposed by the Medical Liability Authority, along with a letter from the Authority regarding the payment period for the fees prescribed for objection committees.

The decision comes within the framework of regulating administrative and technical procedures related to the services of the Medical Liability Authority, determining the prescribed fees for these services, and establishing clear controls for the payment of fees for objections to technical committee reports.
