Kuwait reaffirmed today, Friday, its firm commitment to the purposes and principles of the United Nations Charter, regarding it as the foundation of the contemporary international relations system and the legal framework governing the rights and obligations of states. It emphasized the importance of respecting state sovereignty, refraining from the threat or use of force, and settling disputes by peaceful means.

This statement was made in Kuwait’s address delivered by Jasem Al-Amiri, Second Secretary of its Permanent Mission to the United Nations, before the Sixth Committee (Legal) of the General Assembly during the discussion of agenda item 83, titled “Report of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization.”

Al-Amiri stressed that the provisions of the Charter are not selective obligations interpreted according to political interests or strategic calculations, but rather binding rules for all member states that must be implemented in good faith and without double standards.

In this context, Al-Amiri strongly condemned the unjustified and egregious Iranian attacks targeting Kuwaiti territory since February 28, 2026, using missiles and drones, which affected civilian facilities and vital infrastructure, including Kuwait International Airport and the headquarters of the Public Institution for Social Security.

He considered these attacks a blatant violation of Kuwait’s sovereignty and territorial integrity, a direct threat to the security and safety of civilians, and a breach of the provisions of the UN Charter that prohibit the threat or use of force in international relations.

He expressed Kuwait’s rejection of any attempts to justify these attacks through selective interpretations of the Charter’s provisions, reaffirming Kuwait’s inherent right to self-defense in accordance with Article 51 of the Charter and consistent with international law.

Al-Amiri called on Iran to comply with United Nations Security Council Resolution 2817 (2026), which condemned the Iranian attacks on Kuwait, the Gulf Cooperation Council (GCC) countries, and Jordan, emphasizing that implementing Council resolutions is a legal obligation, not a political choice.

He also expressed Kuwait’s condemnation of the attacks targeting the Kingdom of Saudi Arabia, stressing the necessity of halting all actions that threaten the security and stability of the region’s states, including attacks carried out by armed groups.

Regarding the strengthening of the role of the United Nations, Al-Amiri emphasized the importance of the work of the Special Committee on the Charter of the United Nations as a multilateral framework for exploring legal and practical means to enhance the Organization’s capacity to fulfill its responsibilities.

He urged greater attention to peaceful means of dispute settlement in accordance with Chapter VI of the Charter, including negotiation, mediation, and good offices, alongside enhancing coordination among UN organs and respecting their mandates.

He noted that strengthening the role of the UN system requires genuine political will to implement existing commitments, constructive cooperation among member states, and recourse to dialogue and the rule of law rather than the use or threat of force.

In conclusion, Al-Amiri reaffirmed Kuwait’s steadfast commitment to the UN Charter and the rules-based international order, calling on all states to respect the sovereignty and territorial integrity of states and to implement Security Council resolutions, thereby enhancing security, stability, and justice for all peoples.
