Two conditions to settle salaries of company workers
Qiyas summary

The Public Authority for Manpower clarifies the regulations for settling workers' salaries and linking them to the Wage Protection System at the Central Bank of Kuwait.

Kuwait officials: The Public Authority for Manpower has revealed the compliance requirements for salary payments to workers registered under company files, emphasizing the necessity of covering 90% of the total workforce registered in the file monthly, in addition to transferring and settling salaries for registered workers for the previous month.

In a visual presentation, the Authority clarified that violating these two conditions results in restricting several services provided to companies, including the issuance of work permits, issuance of work authorizations (excluding renewals), registration of government contracts, estimation of basic needs, issuance of certificates for entities related to approvals and tenders, and registration of vehicles owned by the company.

The Authority also outlined in the presentation the electronic linkage mechanism with the Wage Protection System at the Central Bank of Kuwait, which enables electronic processing of salary files starting from the employer up to disbursement results, thereby enhancing oversight on salary transfer operations and improving efficiency in monitoring companies’ compliance.

It explained that the mechanism begins with the employer uploading the salary file to BankKuwait, which then transmits the data via the Central Bank’s Wage Protection System to the Public Authority for Manpower to verify its conformity with the data of workers registered in the file, before approving the payment and executing the disbursement from the bank, followed by electronically sending the disbursement results to the Authority. The Authority stressed that the system aims to strengthen pre-disbursement verification of salary data, eliminate manual correspondence between banks, and electronically link the Authority with salary transfer results, contributing to faster detection of non-compliance with salary disbursement regulations.
