Badah Al-Anizda, chairman of the Hawalli Governorate Committee in the Municipal Council, urged Nasser Al-Jada’an to amend the agricultural regulations regarding the construction of lightweight mesh fences in residential plots designated for persons with disabilities.
Al-Jada’an stated in his proposal that, based on Article 72 of the Municipal Council’s Internal Regulations, and in light of our commitment to accommodating the special circumstances of persons with disabilities, working to provide them with a suitable residential environment, and enabling them to benefit from services and facilities that ensure a dignified and safe life, the allowance of lightweight mesh fences in licensed agricultural gardens within residential plots designated for persons with disabilities constitutes a facilitation that enhances safety and privacy, without violating applicable regulatory requirements.
He therefore proposed the following:
- Amend the agricultural regulations to permit the construction of an open fence made of “lightweight mesh” with a height not exceeding one meter (1m) in licensed agricultural gardens within residential plots designated exclusively for persons with disabilities.
- The construction of such fences must comply with the technical controls and requirements specified by the competent authorities in the Kuwait Municipality, and must not conflict with existing systems and regulations.
- This exception shall be limited to residential plots designated for persons with disabilities, taking into account their special circumstances and needs, thereby achieving a balance between urban planning requirements and humanitarian and social considerations.
