Sultan Al-Abdani: The Ministry of Transport announced the issuance of Administrative Circular No. (15) of 2026, concerning the regulations and standards for the official uniform and general appearance of ministry employees, as part of its commitment to enhancing professional discipline and consolidating an appropriate professional image that reflects the ministry’s institutional identity and elevates the work environment and level of job performance.

The ministry emphasized that the issuance of the circular stems from its responsibility to organize the work environment and strengthen adherence to professional rules and behaviors, in line with the provisions of the Civil Service Law and System, as well as the Code of Conduct for employees of government entities. It noted that an employee’s general appearance is one of the fundamental elements that reflect the civilized image of a government institution, particularly at service delivery sites and during direct interaction with the public.

The ministry clarified that the circular specified the regulations for the approved official uniform for both male and female employees, taking into account the nature of work and the prevailing customs and traditions in Kuwaiti society. It stipulated the obligation to wear appropriate formal attire suitable for the work environment, while considering occupational safety and health requirements for workers in technical, field, and operational sites.

The ministry indicated that the circular included several prohibitions related to general appearance within ministry premises, such as wearing informal or inappropriate clothing for the nature of the job, sportswear, and clothing bearing inappropriate phrases, graphics, or symbols that do not align with the requirements of public service. It also stressed the necessity of maintaining a decent professional appearance during official working hours and when representing the ministry at official meetings and events.

The ministry emphasized that compliance with the circular’s provisions is part of employees’ job duties, and that violations of the approved regulations warrant the application of administrative measures in accordance with the laws and regulations governing civil service affairs. It further noted that adherence to general appearance standards would be included as an element in the annual performance evaluation of employees.

The ministry added that the circular assigned sector heads, department directors, and organizational unit leaders the responsibility of monitoring employees’ compliance with the approved regulations and taking necessary measures against any violations, alongside the responsibility of competent authorities to determine personal protective equipment requirements for workers at technical and field sites.
