Kuwait stresses the importance of combating extremism and Islamophobia and drying up sources of terrorist financing

Kuwait has reaffirmed the importance of combating terrorism, extremism, hate speech, and Islamophobia, as well as cutting off sources of terrorist financing, emphasizing that terrorism has no religion and must not be linked to any faith, belief, ethnicity, culture, or nationality.

This was stated in Kuwait’s address delivered by Diplomatic Attaché Mohammed Al-Mutairi before the Sixth Committee of the United Nations General Assembly under the agenda item “Measures to Eliminate International Terrorism.”

Al-Mutairi reiterated Kuwait’s firm stance against terrorism in all its forms and manifestations, in accordance with international law, international human rights law, and relevant international standards, and in a manner that strengthens the implementation of Security Council resolutions adopted under Chapter VII of the UN Charter.

He highlighted the country’s commitment to developing its legislative and institutional framework to combat terrorism and its financing, citing the issuance of Law-Decree No. 47 of 2026 on Combating Terrorism Crimes and Law-Decree No. 76 of 2025 amending certain provisions of Law No. 106 of 2013 on Combating Money Laundering and the Financing of Terrorism.

He clarified that these legislations establish a comprehensive framework to confront terrorist crimes, thereby enhancing security, protecting society, and contributing to building national capacities to counter this scourge.

In the context of raising awareness about the dangers of terrorism, Al-Mutairi shed light on Kuwait’s cooperation with the General Secretariat of the Cooperation Council for the Arab States of the Gulf and its partners, including the United Nations Office on Drugs and Crime, in organizing workshops on combating the financing of terrorism, financial sanctions, and money laundering at the end of 2025.

He reaffirmed the importance of the pivotal role of the United Nations in coordinating international efforts to combat terrorism and supporting initiatives aimed at completing the Comprehensive Convention on International Terrorism.

In this regard, he welcomed the adoption of General Assembly Resolution 80/286 within the framework of the ninth review of the UN Global Counter-Terrorism Strategy on its 20th anniversary, commending the efforts of the facilitators: the Permanent Representative of the Kingdom of Morocco to the UN, Ambassador Omar Hilale, and the Permanent Representative of Finland to the UN, Ambassador Elina Kauppi.

Al-Mutairi expressed Kuwait’s pride in its membership in the Core Group that contributed to drafting General Assembly Resolution 78/264 on combating hatred against Islam, consistent with its principled position that “terrorism has no religion.”

He also expressed Kuwait’s condemnation of violations of international law and the UN Charter that threaten international peace and security, particularly the recent attacks on the Kingdom of Saudi Arabia by the Houthi militia, describing them as a blatant violation of international law and the UN Charter.

In this context, he called for the concerted efforts of the international community to deter terrorist groups in accordance with the principles and norms established in international law.

Al-Mutairi concluded Kuwait’s address by affirming the country’s continued national and international efforts to combat terrorism and enhance cooperation with member states and the UN and its specialized agencies, contributing to safeguarding international peace and security.
