Al-Aman Team Reviews Bulgaria's Experience in Emergency Management and Disaster Response
The working team tasked with establishing the National Center for Emergency, Crisis, and Disaster Management (Aman) at the national level visited the General Directorate responsible for fire and civil defense, as well as emergency and disaster management, in the Republic of Bulgaria, as part of the team’s program to study advanced international experiences.
In a press statement issued on Friday to KUNA, the Aman team said that during the visit, it reviewed civil response plans and mechanisms for emergencies and disasters, coordination systems among relevant entities, and procedures adopted for handling various types of risks and crises. It also examined accumulated experiences and lessons learned from managing emergencies and disasters.
The team added that the Bulgarian side responded to inquiries regarding the establishment of the Aman Center and presented the institutional and operational frameworks, as well as the work and coordination mechanisms in place, to facilitate the adoption of the Bulgarian experience and best practices in developing the Kuwaiti national model.
It noted a visit to the Center of Excellence for Crisis Management and Disaster Response (CMDR COE) in the capital, Sofia, a specialized center for training and capacity building. The team reviewed training programs and specialized exercises in crisis management and disaster response, mechanisms for capacity development, and the utilization of lessons learned and best practices. It also explored opportunities to leverage the center’s expertise and training programs to support the training and qualification of national personnel for the Aman Center.
The statement mentioned that both sides discussed ways to enhance cooperation and exchange expertise and knowledge in the fields of emergency, crisis, and disaster management, as well as training and capacity building, to support the State of Kuwait’s efforts to establish the Aman Center and develop a comprehensive and effective national system for handling various emergencies, crises, and disasters.
It added that these visits are part of the team’s program to study advanced international experiences and benefit from diverse expertise and models, contributing to supporting the establishment of the center and developing the national framework for emergency, crisis, and disaster management in the State of Kuwait.
It is worth noting that the Aman team, affiliated with the Council of Ministers, is responsible for establishing a comprehensive national system for emergency and disaster management, unifying national efforts, and building an integrated framework for risk management and enhancing readiness and crisis response.
