The General Assembly of the Court of Appeal decided to constitute the Ministers' Court, headed by Judge Hani Al-Hamdan, with Judge Adnan Al-Jasser, Judge Muhammad Jaafar, Judge Ahmad Al-Sadara, and Judge Khalifa Al-Najim serving as original members.
The court also includes, as alternate members: Judge Muhammad Ali Salmeen, Judge Dr. Hamad Abdullah Al-Mulla, Judge Dr. Ahmad Al-Yaseen, Judge Mishal Al-Mutawa, Judge Saud Al-Mutairi, and Judge Faisal Al-Harbi.
The decision stipulates that this composition shall take effect from October 1, 2026, to September 30, 2027, in addition to their regular duties.
The decision also stipulates the formation of the Committee for Investigating Ministers, with Judge Hamad Al-Ammar, Judge Saud Al-Saif, and Judge Dr. Ahmad Al-Muqallad serving as original members, and Judges Faras Al-Kandari and Fawzan Al-Anjari serving as alternate members.
The decision stipulates that this composition shall take effect from October 1, 2026, to September 30, 2027, in addition to their regular duties.
The decision further stipulates the appointment of Judge Abdul Hadi Al-Nuwayf and Judge Luai Al-Nasef as original members of the Judges' Disciplinary Council, in accordance with Article 41 of Decree-Law No. 80/2026 concerning the Organization of the Judiciary, and Judge Badr Al-Wazan and Judge Salim Al-Azami as alternate members, effective from October 1, 2026, to September 30, 2027, in addition to their regular duties.
The decision also stipulates the appointment of Judges Hasbullah Habashi and Ala Muhammad Bahjat as original members of the Appellate Council for the Discipline of Lawyers, in accordance with Article 44 of Law No. 42/64 concerning the Regulation of the Legal Profession before the Courts, and Judges Wahid Refaat and Abdul Ghani Ata Allah as alternate members, effective from October 1, 2026, to September 30, 2027, in addition to their regular duties.
State Security Crimes Chamber, headed by Judge Abdullah Al-Saif
The court assigned the Ninth Criminal Chamber, headed by Judge Abdullah Al-Saif and comprising Judges Muhammad Jaafar, Mishal Al-Mutawa, Saud Al-Mutairi, and Hamoud Al-Bader, to hear cases of external and internal state security crimes and terrorist acts, in accordance with Decree-Law No. 51/2026.
