Al-Anzi calls for the establishment of an integrated road network with entrances and exits serving South Saad Al-Abdullah and surrounding areas

Badaa Al-Anzi: The head of the Jahra Governorate Committee in the Municipal Council, Abdullah Al-Anzi, called for the establishment of an integrated road network, including entrances and exits, to serve South Saad Al-Abdullah City and its surrounding areas, particularly the large Saad Al-Abdullah City, which is experiencing a growing population density.

Al-Anzi stated in a proposal he submitted that, given the vast area of the South Saad Al-Abdullah City project, which has been allocated approximately 23,551 residential units, and the inclusion of government services, public buildings, and commercial, industrial, and service sectors, the project will result in high population density and significant traffic volume upon its completion and occupancy.

Furthermore, the Municipal Council approved the eastern expansion of the South Saad Al-Abdullah City project in a session held on September 30, 2024, covering an area of approximately 6.8 square kilometers. This expansion will increase the project's capacity, bringing the total expected number of residential units to over 30,000, alongside an increase in various services, activities, and the resulting traffic volume.

Al-Anzi added that this scale of urban development and the anticipated population density necessitate early planning for the surrounding road network, entrances, and exits to avoid future traffic congestion, especially in light of the current traffic challenges observed in some large housing projects, such as Al-Mutlaa City, due to the increasing pressure on certain entrances and exits as the population grows.

Previously, the Municipal Council issued a decision approving the request from the Public Authority for Roads and Land Transport regarding Consulting Agreement No. (A-H/R/208) for the study, design, supervision of implementation, and maintenance of the road network in the Kabd area. It also approved the plans for the road network development project, including all its services, within the operational area extending from the Sixth Ring Road in the north, the extension of the Seventh Ring Road in the south, the Seventh Ring Road in the east, and the Salmi Road in the west.

Stating the need to keep pace with the expected urban expansion of the city and to prepare the surrounding road network to accommodate future population density and traffic volume, and to address traffic needs before the project is fully occupied, Al-Anzi submitted the following proposal:

The Executive Body of the Kuwait Municipality should coordinate with the Ministry of Public Works, the Public Authority for Housing Welfare, the Ministry of Interior (represented by the General Traffic Directorate), and other relevant competent government entities to undertake the following:

- Prepare a comprehensive traffic study for the current and future entrances and exits of South Saad Al-Abdullah City, taking into account the expected population density after the project's completion and future expansions, as well as the associated government, commercial, industrial, and service facilities.

- Study the establishment of additional direct entrances and exits on the Sixth Ring Road to serve South Saad Al-Abdullah City.

- Study the feasibility of establishing an entrance and exit opposite Suburb N1, in accordance with technical, traffic, and safety requirements.

- Study the establishment of a new expressway connecting the Sixth Ring Road and the Jahra Road (80) (formerly Sabah Al-Nasser Al-Sabah Road), located between Saad Al-Abdullah City and the Umghara Industrial Area. The route should be studied and integrated with the existing and future road network, entrances, and exits, providing a fast and direct traffic axis to facilitate entry and exit to South Saad Al-Abdullah City, the Umghara Industrial Area, and all surrounding areas.

- Study the connection of the proposed expressway with the surrounding main axes and roads to achieve traffic distribution across multiple axes, alleviate pressure on existing roads and intersections, and enhance ease of movement between the Sixth Ring Road and the Jahra Road (80).

- Study the construction of necessary bridges, multi-level intersections, entrances, exits, service roads, and acceleration and deceleration lanes on the proposed road and at appropriate locations, linking them to the surrounding residential and industrial areas, based on the results of technical and traffic studies.

- Study the utilization of approved road network development projects in the area, including the road project associated with Consulting Agreement No. (A-H/208), to achieve integration between the existing road network, future projects, and the entrances and exits of South Saad Al-Abdullah City.

- Coordinate among the relevant entities to incorporate the solutions and traffic projects resulting from the studies into the infrastructure implementation plans before the full occupancy of South Saad Al-Abdullah City, to avoid future traffic congestion and the associated difficulties and additional costs of remediation later.

Al-Anzi emphasized that this proposal will contribute to providing a new fast axis between the Sixth Ring Road and the Jahra Road (80), improving traffic flow, distributing traffic loads across several axes, enhancing traffic safety, and keeping pace with the expected urban and population expansion in the area.
