Approval of Housing Finance for Eligible Beneficiaries of Residential Care

The Council of Ministers, in its meeting yesterday chaired by His Highness Sheikh Ahmad Abdullah Al-Salim Al-Sabah, Prime Minister, approved the draft decree-law concerning housing finance for beneficiaries of residential care. This initiative stems from the state’s commitment and full responsibility to embrace family issues and needs, with housing care being paramount. The draft decree aims to enable the state to sustainably provide decent housing for Kuwaiti citizens. Furthermore, the law represents one of the alternatives that contribute to resolving the housing crisis from an economic perspective that ensures the required sustainability.

The Council was also informed of the names of the official delegation accompanying His Highness the Crown Prince, Sheikh Sabah Al-Khaled Al-Sabah, during his official visit to the friendly Swiss Federal Republic (Bern) from September 27 to 29, 2026.

The Council of Ministers approved “housing finance” for beneficiaries of residential care.

The Council of Ministers held its meeting yesterday, Tuesday, chaired by His Highness Sheikh Ahmad Abdullah Al-Salim Al-Sabah, Prime Minister. Following the meeting, Deputy Prime Minister and Minister of State for Cabinet Affairs, Sharid Al-Muwasharji, issued the following statement:

At the outset of its meeting, the Council of Ministers was informed of the content of a letter addressed to His Highness Prince Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah by His Majesty King Abdullah II bin Al-Hussein, King of the Hashemite Kingdom of Jordan, inviting His Highness to participate in the High-Level Conference on Preserving Humanity in War, scheduled to be held on December 7, 2026, in the friendly Hashemite Kingdom of Jordan.

Additionally, the Council was informed of His Highness the Crown Prince’s directive entrusting His Highness Sheikh Ahmad Abdullah Al-Salim Al-Sabah, Prime Minister, to attend on his behalf the opening ceremony of the third phase of the Martyr’s Garden.

On another note, the Council of Ministers was informed of the names of the official delegation accompanying His Highness the Crown Prince, Sheikh Sabah Al-Khaled Al-Sabah, during his official visit to the friendly Swiss Federal Republic (Bern) from September 27 to 29, 2026, to participate in the celebration of the 60th anniversary of the establishment of diplomatic relations between the State of Kuwait and the Swiss Confederation.

The official delegation accompanying His Highness includes: Minister of Foreign Affairs Sheikh Jaraah Al-Jaber; Director General of the Direct Investment Promotion Authority, Dr. Meshal Jaber Al-Ahmad; Kuwait’s Ambassador to the Swiss Confederation, Youssef Abdulsumad; Assistant Minister of Foreign Affairs for European Affairs, Ambassador Najib Al-Badr; Kuwait’s Permanent Representative to the United Nations and other international organizations in Geneva, Ambassador Nasser Abdullah Al-Hin; as well as several officials from the Diwan of the Crown Prince and the Ministry of Foreign Affairs.

On another note, the Council of Ministers expressed its sincere congratulations to His Majesty King Salman bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia, and to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, as well as to the fraternal Saudi people, on the occasion of the 96th anniversary of the National Day of the Kingdom of Saudi Arabia, which falls on Wednesday, September 23, 2026. It affirmed the deep-rooted fraternal relations binding the two countries and their peoples, and conveyed its wishes for the continued security, prosperity, and development of the fraternal country under the wise leadership of His Majesty King Salman bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia, and with the support of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister. It recalled the Kingdom’s steadfast positions on Arab and Islamic issues, as well as its sincere fraternal stance toward Kuwait and its people. The Council expressed its deep pride in the remarkable developmental and civilizational achievements attained by the fraternal country during the blessed reign of His Majesty King Salman bin Abdulaziz Al Saud, which have enhanced its esteemed standing at both the regional and international levels.

In a separate development, the Council of Ministers strongly condemned and denounced the Houthi militia’s targeting of the Taif Governorate in the Kingdom of Saudi Arabia with a drone. The attack resulted in the death of one person and injuries to two others, along with material damage, after the drone was intercepted and its debris fell on Thursday last. The Council affirmed that these attacks constitute a blatant violation of the Kingdom’s sovereignty and a breach of international law and international humanitarian law. It reiterated Kuwait’s absolute solidarity with the Kingdom of Saudi Arabia, its steadfast support, and its backing of all measures taken to safeguard the Kingdom’s sovereignty, security, stability, and the protection of its citizens and residents.

In the same context, the Council of Ministers strongly condemned and denounced the Houthi militia’s attempt to target the city of Riyadh in the Kingdom of Saudi Arabia with a ballistic missile, as well as its attempts to target civilians and civilian objects in the cities of Bish, Taif, Farasan, and Yanbu on Sunday last. The Council affirmed that these hostile attacks constitute a blatant violation of the Kingdom’s sovereignty and a flagrant breach of international law and international humanitarian law. It praised the vigilance and competence of the Saudi Royal Air Defense Forces in countering these despicable and cowardly attacks. It reiterated Kuwait’s absolute solidarity with the Kingdom of Saudi Arabia, its steadfast support, and its backing of all measures taken to safeguard the Kingdom’s sovereignty, security, and the protection of its citizens and residents. It emphasized that the security of the Kingdom is an integral part of the security of Kuwait and the Gulf Cooperation Council countries.

On another note, the Council of Ministers approved the draft decree-law concerning housing finance for beneficiaries of housing care. This comes in line with the state’s commitment and full responsibility to address family issues and needs, with housing care being among the most critical. The aforementioned draft decree-law aims to enable the state to sustainably provide decent housing for Kuwaiti citizens. Given that Law No. (118) of 2023 concerning the establishment of companies for the construction and economic development of residential cities or areas, as amended by Decree-Law No. (89) of 2025, constitutes one of the pillars in resolving the housing problem, and in view of the government’s desire to strengthen this law and achieve its objectives, the need arose for a new law to serve as an alternative contributing to resolving the housing issue from an economic perspective that ensures the required sustainability. The Council of Ministers referred the draft decree-law concerning housing finance for beneficiaries of housing care to His Highness the Crown Prince, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah.

Furthermore, the Council of Ministers reviewed a number of items on the agenda, as well as reports and minutes of ministerial committees, and approved them. It also decided to refer several items to the relevant ministerial committees for study and to submit appropriate recommendations to complete the procedures for their implementation.
