The Technical Committee of the Municipal Council, in its meeting yesterday chaired by Eng. Manira Al-Amir, approved the Ministry of Health’s request to allocate a site for the construction of a Multiple Sclerosis Treatment Center in the Granada area, within the Salwa Coast zone, covering an area of 20,000 square meters, with the creation of a new entrance and exit for the site. This decision implements Cabinet Decision No. (417), issued on April 7, 2026.
Eng. Manira Al-Amir emphasized that the approval of the site is in implementation of the Cabinet decision, which included approval to accept a donation from the Kuwait Finance House to establish the Multiple Sclerosis Treatment Center, and tasked the Kuwait Municipality with taking the necessary procedures to allocate a site for the Ministry of Health, in preparation for the center’s construction by the donating entity.
She clarified that the proposed site is located near the Abdullah Al-Saleh Natural Park and the Kuwaitis Association for Child Care, noting that the committee considered the technical and regulatory aspects related to the site when reviewing the request.
Eng. Manira Al-Amir stated that the committee’s approval was subject to several conditions, the most prominent of which include providing the necessary parking spaces within the site boundaries, submitting an environmental and social impact assessment report in accordance with the Environmental Protection Law, presenting a traffic study prior to licensing, and adhering to the conditions outlined in the responses of the sub-committee members for public utilities and services, as well as coordinating with them before implementation.
She added that the relevant departments would be authorized to make any relocation or adjustment to the site’s dimensions and area, provided that the total area does not exceed the allocated amount, in case of conflict with infrastructure services or any regulatory requirements.
She noted that the committee also discussed the Ministry of Health’s request to allocate Plot No. (162), located in the Second Industrial Area of Shuwaikh, Plot 2, New Shuwaikh, as a site for insect and rodent control services, in implementation of the Cabinet decision. The committee approved the request, noting that the plot covers an area of 22,500 square meters. The relevant departments were authorized to relocate and adjust the site’s dimensions and area, provided that the total area does not exceed the allocated amount, in case of conflict with existing infrastructure services or regulatory requirements.
Furthermore, the committee discussed the Ministry of Interior’s request to amend the Municipal Council’s decision regarding the headquarters of the Police Cavalry and Equestrian Unit in the Central District, by changing the site’s designation to become the headquarters of the Police Sports Federation, with an expansion of the site to utilize it for establishing sports fields and conducting sports activities.
The technical opinion included approval to expand the site, whose original area is 75,000 square meters, to approximately 102,000 square meters after expansion, to be used for sports fields and activities. The approval included relocating the existing service road between the site and the Arab Horse site, with a minimum width of 17 meters, while maintaining a setback of 4 meters. Additionally, a detailed traffic study must be submitted before finalization, and adherence to the conditions outlined in the responses of the sub-committee for public utilities and services is required, along with coordination with them before implementation.
Eng. Manira Al-Amir added that the committee approved the proposal to amend Articles Two and Eight of Cabinet Decision No. (322) of 2023 concerning the system for the division and subdivision of land prepared for construction, and its amendments.
The proposal was examined in light of a legal-administrative study that assessed the possibility of revising several conditions governing subdivision and land-plotting projects, particularly those related to the regulation of real estate, property rights, and procedures specific to such projects. The study noted that the technical opinion on the proposal included amendments to Articles Two and Eight, which entail reorganizing a number of documents and procedures required when submitting subdivision and land-plotting applications. These include ownership documentation, certificates pertaining to property rights, and notification of holders of such rights, if any, alongside the regulation of procedures concerning portions of land that revert to the State upon project approval.
The study concluded that the technical committee continues to review the cases referred to it in accordance with approved technical, regulatory, and legal frameworks, taking into account infrastructure requirements, environmental and traffic studies, and regulatory conditions. This approach aims to support health, service, and sports projects, regulate land uses, and fulfill urban planning requirements and the public interest.
