Minister of Justice: "Documentation" Regulation to Take Effect Immediately, with Agency Appointments Limited to Five Years Only

Justice Minister and Legal Advisor Nasser Al-Sumait confirmed that all seconded employees of the General Authority for Palace Affairs have been confirmed in their positions in accordance with the required conditions, following the full Kuwaitization of the Authority’s staff last June. He added that supervisory positions will soon be opened to those who have worked with the Authority, whether through secondment or appointment, totaling 1,200 individuals, all of whom are Kuwaiti citizens.
Speaking on the sidelines of the General Authority for Palace Affairs’ celebration of participants in the “Bader Wa Yana” campaign for the fourth consecutive year, Al-Sumait noted that the Authority employs 1,200 staff members, while the number of wards under its care stands at 9,000. He stated that this number is sufficient to process transactions and enforce the law, especially with the shift toward electronic transactions.
Al-Sumait said, “We are pleased to participate in the ceremony honoring our sons and daughters who took part in the ‘Bader Wa Yana’ program, comprising 344 individuals under the care of the General Authority for Palace Affairs.”
He added that the program has proven successful for the fourth consecutive year, explaining that its core objective is to equip participants with the necessary skills to work in the 20 participating entities and prepare them for the job market in the near future.
He pointed out that participation in the program has more than doubled over the past four years, rising from 132 participants to 344, and wished them and their families every success. He also revealed that the Authority is currently preparing a special program for all 9,000 wards under its care.
Regarding the executive regulations issued in connection with the Notarization Law, Al-Sumait stated that they will take effect immediately and cover two main pillars.
He clarified that the first pillar involves allowing private notaries, similar to the system in place in all countries worldwide. The second pillar sets a maximum validity period of five years for powers of attorney, with exceptions for lawyers’ powers of attorney and those issued outside Kuwait, as they typically require longer durations.
