Board of Directors of the Industrial Authority authorized to terminate contracts and withdraw service, craft, and commercial plots

A ministerial decision, No. (23) of 2026, was issued regarding the delegation of authority to the Board of Directors of the General Authority of Industry to impose administrative penalties, specifically the termination of contracts and the revocation of service, craft, and commercial plots under the authority’s supervision.

Article 1 of the decision stipulates that the Board of Directors of the General Authority of Industry is authorized to impose administrative penalties, including the termination of contracts and the revocation of service, craft, and commercial plots under its supervision, in cases prescribed by law for such penalties and in accordance with the relevant rules and regulations.

Article 2 states that the decision shall take effect from the date of its issuance, shall be published in the Official Gazette, and all competent authorities are required to implement it.

The decision was issued following a review of the Decree-Law No. (105) of 1980 concerning the State Property System and its amendments and implementing regulations; Law No. (56) of 1996 concerning the enactment of the Industry Law and its implementing regulations and amendments; and Law No. (22) of 2009 concerning the approval of the Unified Industrial Regulation (“Law”) of the Cooperation Council for the Arab States of the Gulf and its implementing regulations.

The decision also relied on the Decree-Law No. (116) of 1992 concerning administrative organization, the definition of competencies, and delegation of authority; Ministerial Decision No. (32) of 2023 concerning the rules and regulations governing service, craft, and commercial plots under the supervision of the General Authority of Industry; and the requirements of the public interest.
