Housing Authority: Applications open today for 25,000 new housing units under the rental and lease-to-own schemes

Applications open today for 25,000 housing units across governorates and new cities. The New Urban Communities Authority (NUCA) is offering units under the "rent-to-own" system, while the Social Housing and Real Estate Financing Fund is offering units under the "rental" system as part of the Presidential Initiative "Decent Housing for All Egyptians 9," targeting low-income citizens. The application period runs until Wednesday, October 28.

Randa Al-Manshawi, Minister of Housing, Utilities, and Urban Communities, stated that this offering is implemented in line with President Abdel Fattah El-Sisi’s directives to expand the supply of rental housing units, aiming to facilitate access to housing for young people.

She emphasized that offering units under the rental system is one of the key pillars pursued by the ministry’s various entities, within a comprehensive vision to develop the rental housing system, provide diverse and sustainable housing solutions for different segments of the population, and diversify the mechanisms for making housing available to citizens in a manner that aligns with their financial capabilities and social needs, particularly for those seeking flexible housing alternatives alongside traditional ownership models.

The New Urban Communities Authority’s offering includes 10,000 housing units, comprising approximately 5,000 completed and ready-for-delivery units, plus another 5,000 units scheduled for construction over the next three years, all under the "rent-to-own" system. The units feature various sizes and are distributed across 26 new cities nationwide. Applications must be submitted via the "Maskan" portal at https://reserve.newcities.gov.eg/, in accordance with the terms and conditions detailed in the offering’s terms and conditions booklet. Applicants are also required to create an account on the "Digital Egypt" platform to submit their applications via https://digital.gov.eg/.

The units are distributed across 26 new cities: New Cairo, 15 May, Badr, El-Shorouk, New El-Obour, El-Obour, New 6th of October, New Borg El-Arab, New El-Alamein, New Damietta, El-Sadat, 10th of Ramadan, New El-Salheya, New Mansoura, New Rashid, New Faiyum, New El-Fashn, New Beni Suef, New Minya, New Malawi, New Nasr, New Assiut, New Sohag, New Qena, New Tiba, and New Aswan.

The projects included in this offering are: Premium Housing, Future Housing, Medium Housing, Youth Housing, Rawda El-Obour, Valley Towers East, Sakana Misr, Dar Misr, Janna, Improved Housing, Low-Cost Housing, Economic Housing, and National Housing. Unit sizes range from 57 to 161 square meters.

The units to be constructed by the Authority will be distributed across eight new cities: New 6th of October, New El-Obour, New Borg El-Arab, New El-Alamein, Hadaik El-Ashar, El-Sadat, New Minya, and New Sohag. These units are part of the Premium Housing and Sakana Misr projects, with sizes ranging from 90 to 126 square meters.

Five percent of the total units offered are reserved for persons with disabilities who meet the reservation criteria, in accordance with the rules and details outlined in the offering booklet. This reflects the ministry’s commitment to achieving inclusion and equal opportunities among citizens. Generally, allocation will be determined by a public lottery among eligible applicants, reinforcing principles of transparency, fairness, and equal opportunity.

The general conditions for the Authority’s offering stipulate that applicants must be at least 21 years old and no older than 45 years old as of the application date, possess legal capacity to transact and contract, and that neither the applicant, their spouse, nor their minor children have previously owned a housing unit or a plot of land, whether currently in their possession or transferred to others, whether allocated directly or via transfer, and whether subsidized or non-subsidized by the state. The conditions also specify a maximum monthly income limit for applicants, determined based on the rental value of the units.

A family, defined as the husband, wife, and minor children, is not permitted to apply for more than one unit in this offering. Applications must be submitted via the "Maskan" website from Sunday, September 20, until October 19, 2026. This requires creating an account on the "Digital Egypt" platform to verify the applicant’s identity, as the account will be linked to the "Maskan" platform.

Upon allocation, the client must complete the payment of a security deposit for completed units, equivalent to three months’ rent based on the first-year rental value, and no less than the initial reservation fee paid. This must be done within 30 days of receiving the allocation notice. The security deposit amount will be updated annually in line with the prescribed increases in rental values. For units scheduled for construction, the payment structure includes an initial reservation fee and quarterly installments over three years prior to unit handover.

The terms and conditions booklet for completed units will include a detailed breakdown of the cities, projects, and units offered, their sizes, monthly rental values, maintenance fees, and all regulations governing allocation, contracting, and handover. A separate terms and conditions booklet for units scheduled for construction will include all details of the projects and cities covered by the offering, as well as the specific payment mechanisms.

The offering includes 15,000 housing units through the Social Housing and Real Estate Financing Fund, under the Presidential Initiative "Decent Housing for All Egyptians 9." Applications for units offered to persons with disabilities will open from tomorrow, Sunday, September 20, 2026, until Sunday, September 27, 2026. Applications from all other citizens, including persons with disabilities, will open from Monday, September 28, 2026, until Wednesday, October 28, 2026.

The housing units offered through the Fund include units in new cities, units in governorates, and housing units under the "Decent Life" Presidential Initiative. These units feature sizes and rental values commensurate with the incomes of the target groups, and applications must be submitted via the Digital Egypt platform.

Regarding the housing units to be offered through the Social Housing and Real Estate Financing Fund under the "rental" pillar of the Presidential Initiative "Decent Housing for All Egyptians 9," the terms and conditions booklet will be released on the Digital Egypt platform (www.digital.gov.eg) tomorrow, Sunday, September 20. Citizens wishing to apply and review the terms and conditions booklet must log in to the platform and register their accounts to complete the procedures for downloading the booklet, registering their data, and uploading documents to the website.

Citizens wishing to apply must also pay a non-refundable registration fee of 365 Egyptian pounds via the Digital Egypt platform’s payment methods, in addition to a security deposit of 10,000 Egyptian pounds for the desired rental unit. This deposit must be paid through automated post offices in the cities and governorates where the units are offered. The deposit will be refunded after the end of the rental period or in the event of application rejection, in accordance with the terms and conditions outlined in the booklet.

The Fund will provide rental subsidies of up to 100,000 Egyptian pounds, depending on the beneficiary’s income level and the unit’s size, over the duration of the rental period. The maximum net total income for an applicant family is 16,000 Egyptian pounds. Applicants must be at least 21 years old and no older than 35 years old as of the end of the announcement period.

The "rental" pillar of the Presidential Initiative "Decent Housing for All Egyptians 9" includes 8,464 units in governorates, 3,256 units in new cities, and 3,280 completed units under the "Decent Life" Presidential Initiative.

Regarding the units offered in governorates, this includes 8,384 units of 90 square meters and 80 units of 75 square meters. The 90-square-meter units (three bedrooms and a living room) are located in the following governorates: Cairo, Giza, Qalyubia, Menoufia, Damietta, Ismailia, Suez, Beheira, Beni Suef, Faiyum, Minya, Assiut, Sohag, Qena, Luxor, Aswan, and Marsa Matrouh. Only Minya Governorate will offer 75-square-meter units (two bedrooms and a living room).

The rental offering includes 3,256 units in new cities, comprising 2,606 units of 90 square meters and 650 units of 75 square meters.

The new cities offering 90-square-meter units (three bedrooms and a living room) under the rental system are: New October, 15 May, New El-Obour, New Borg El-Arab, El-Sadat, New El-Nubaria, New Faiyum, New Minya, New Assiut, New Sohag, New Akhmim, New Qena, New Tiba, New Aswan, and West Qena.

The 75-square-meter units (two bedrooms and a living room) will be offered in the following cities: Capital Gardens, New El-Obour, and New Akhmim.

The Fund is also collaborating with the "Decent Life" Presidential Initiative to offer a number of completed units under this initiative across the country. This includes 3,280 "Decent Life" units with sizes ranging between 96 and 100 square meters, located in the following governorates: Giza, Menoufia, Gharbia, Luxor, Kafr El-Sheikh, Qena, Sohag, Beheira, Dakahlia, Minya, and Sharqia.

It is worth noting that applicants are not permitted to apply for units offered under the "rental" system through the Social Housing Fund and units offered under the "rent-to-own" system through the New Urban Communities Authority simultaneously.
